Winterset IV Office Park

History

The petitioner, Ray Dignan, has proposed to rezone a current E-1 District parcel to ORI mixed use, and receive approval for a Special Use for a Planned Development with modifications in order to construct four office buildings totaling 27,280 square feet located at 10641-10751 W. 164th Lane.

 

On September 9, 2008 the Plan Commission moved to recommend to the Village Board approval of the preliminary Site Plan, titled "Preliminary Site Plan Winterset IV Office Park 7/9/08",  with latest revision 8/22/08, by Raymond E Derbas and Associates, subject to the following conditions:

1.  Add a note to the Site Plan along 108th Avenue stating that “50’ right of way to be dedicated to the Village” prior to Committee.

2.  Finalize 108th Avenue right of way dedication to the Village prior to issuance of building permits.

3.  Provide a cross access easement agreement with property to south prior to issuance of building permits.

4.  Provide a Tree Survey and Mitigation Plan for all existing trees exceeding 4” in diameter that will be impacted by construction.

5.  Add one tree island in the parking lot in front of each building for a total of four additional islands.

6.  Provide a landscape plan, meeting all Village Codes, for separate review and approval within 60 days of final engineering approval.  This is to include a detail for an outdoor sitting area to be located near most eastern building and cul-de sac.

7.  All final engineering related items are met.

8.  An erosion control plan is submitted for approval.

9.  Add signage to identify loading areas.

10.  The private entrance drive off of 108th Avenue is to be a minimum of 24’ pavement width curb to curb plus a flared entry.

 

And

Moved to recommend to the Village Board approval of the Elevations, titled "Winterset IV Exterior Elevations", dated 8/28/08, by Craig Podalak Architects, subject to the following conditions:

1.  Identify clearly on Site Plan which building sides have gables.

2.  Add dumpster elevations that match building masonry.

 

And

Moved  to recommend to the Village Board approval of a Special Use Permit for a Planned Development to allow four buildings on one lot with modifications that include:

1.  Reduction of the north landscape buffer from a required 30’ to a supplied 10’.

2.  Reduction of the detention setback from a required 25’ to a supplied 15’,

 

And

Moved to recommend to the Village Board the rezoning of the petitioned parcel from the existing E-1 Estate Residential Zoning District to ORI Mixed Use Zoning District.

 

After Plan Commission some of the conditions cited were met.  Dumpsters were added to the elevations, gabled elevations were clarified, loading areas were identified, and the private drive was increased to a 24’ curb to curb width and flared to 26’ at the main entry.  Further refinement may occur at the time of final engineering.  The tree survey and mitigation plan will be provided at the time of Final Landscape Plan.

The petitioner did not want to meet the condition requiring the extra tree island in front of each building.  All of the tree islands along the north bay of parking fall within the north landscape buffer that is being modified (a reduction from a required 30’ to a provided 10’).  Therefore, the additional islands were requested to help compensate for this modification.

 

On September 22, 2008 the Development Services and Planning Committee moved to recommend to the Village Board approval of the preliminary Site Plan, titled "Preliminary Site Plan Winterset IV Office Park 7/9/08",  dated 7/9/08, latest revision 9-12-08,  by Raymond E Derbas and Associates, subject to the following conditions:

1.  Dedicate to the Village the 50’ right of way along 108th Avenue prior to issuance of building permits.

2.  Provide a cross access easement agreement with property to the south prior to issuance of building permits.

3.  Provide a landscape plan, meeting all Village Codes, for separate review and approval within 60 days of final engineering approval.  This is to include a detail for an outdoor sitting area to be located near the most eastern building and cul-de sac.  Also to be included is a Tree Survey and Mitigation Plan for all existing trees exceeding 4” in diameter that will be impacted by construction.

4.  All final engineering related items are met.

5.  An erosion control plan is submitted for approval.

6.  Work with staff to incorporate the equivalent of four additional landscape islands into the plan.

 

And

Moved to recommend to the Village Board approval of the Elevations, titled "Winterset IV Exterior Elevations", dated 8/28/08, by Craig Podalak Architects.

 

And

Moved to recommend to the Village Board approval of a Special Use Permit for a Planned Development to allow four buildings on one lot with modifications that include:

1.  Reduction of the north landscape buffer from a required 30’ to a supplied 10’.

2.  Reduction of the detention setback from a required 25’ to a supplied 15’,

 

And

Moved to recommend to the Village Board the rezoning of the petitioned parcel from the existing E-1 Estate Residential Zoning District to ORI Mixed Use Zoning District.

 

Since Committee, the petitioner added the equivalent of four additional planting islands to the Site Plan.  Two tree islands were added adjacent to 108th Avenue, and the equivalent of two tree islands were added to the northwest of Building ‘A’.

 

This is now before the Village Board for consideration.

Recommended Action/Motion

I move to approve the Site Plan, titled "Preliminary Site Plan Winterset IV Office Park",  dated 7/9/08, latest revision 9-29-08,  by Raymond E Derbas and Associates, subject to the following conditions:

 

1.  Dedicate to the Village the 50’ right of way along 108th Avenue prior to issuance of building permits.

 

2.  Provide a cross access easement agreement with property to the south prior to issuance of building permits.

 

3.  Provide a landscape plan, meeting all Village Codes, for separate review and approval within 60 days of final engineering approval.  This is to include a detail for an outdoor sitting area to be located near the most eastern building and cul-de sac.  Also to be included is a Tree Survey and Mitigation Plan for all existing trees exceeding 4” in diameter that will be impacted by construction.
