Village of Orland Park Residential Area Intensive Survey

History

PURPOSE: 

The purpose of the Village of Orland Park Residential Area Intensive Survey (RAIS), formerly referred to as the Historic Building Survey, was to do a complete and intensive survey of the building stock in and around the Old Orland Historic District. The survey inventoried buildings and properties of historic quality as well as identified potential new landmarks and buildings which were altered or not contributing to the character of the district or area.

DISCUSSION:

 

Residential Area Intensive Survey

Formerly known and referred to by its generic name (the Historic Building Survey) the RAIS is complete and ready for use as a planning tool. The document will assist in the overall historic preservation effort the Village has undertaken in the Old Orland Historic District. It will also assist in the preservation efforts of small pockets of historical homes outside of the historic district, which may be buildings that are of a certain 20th century architectural caliber or mid-20th century in stock.

 

At 2010, buildings from the 1940s, 1950s, and 1960s will be 70, 60, and 50 years old respectively. Some of the buildings will be as old as some of the buildings in the Old Orland Historic District when the district was first created in the early 1980s. The RAIS will help determine the historic quality of these buildings and possibly create new areas of significance that the Village can preserve.

 

As such, the RAIS has helped to identify both the buildings of the historic district and buildings outside of the district, in the areas that the Village first expanded to in the early to mid-20th Century. While the RAIS inventoried some of these buildings, an intensive survey was not conducted on all the buildings to the south and west of the Historic District. Such a survey would be done separately. However, the RAIS did note the historic quality of the areas and recommended further research and analysis in order to determine any type of historic significance. Such an activity would be the Village’s prerogative.

 

Illinois Historic Preservation Agency Update

Comments were collected from the IHPA regarding the draft version after it was last presented to the HPRC. The comments were answered in a timely fashion. The Historic Preservation Consultant, McGuire, Igleski and Associates, forwarded the final version of the RAIS to the IHPA for final state approval. The IHPA will archive the survey accordingly.

 

Document Accessibility

The Historic Preservation Review Commission may look at the final version of the Survey. Due to the size of the document it is difficult to print for each member to review. The final version is available for viewing at the Development Services Department and will be available for viewing following the meeting as well. The RAIS will ultimately be uploaded to the Village website as part of the historic survey collection for the general public to view.

 

A final version is ready for a recommendation to the Village Board. This project will go before the Village Board at the next available Village Board meeting.

 

 

Recommended Action/Motion

I move to accept as findings of fact of this Historic Preservation Review Commission the findings of fact set forth in this staff report dated July 15, 2008,

 

and

 

I move to recommend to the Village Board of Trustees approval of the Village of Orland Park Residential Area Intensive Survey.
