Ratification of Collective Bargaining Agreement between the Village of Orland Park and MAP Chapter 159

History

The tentative agreement was recently reached with MAP Chapter 159 and ratified by the union membership and will cover the period May 1, 2015 through April 30, 2019. Attached is a detailed summary of the agreement.

Some important components of the tentative agreement that modify the previous agreement:

Term of Agreement

4-year agreement, 5/1/15 - 4/30/19

 

Wages

5/1/2015 - 2.4%

5/1/2016 - 2.4%

5/1/2017 - 2.4%

5/1/2018 - 2.4%

Service Longevity

Salary and wage recognition is to be accorded each employee covered by this Agreement on the basis of service longevity, independent of, but in addition to that accorded as base pay or step increases, as follows:

Educational Incentive

All non-probationary and probationary employees, hired prior to October 1, 2015, who have attended an accredited college or university and received credit for hours attended shall receive an educational incentive annually as follows.  Probationary employees hired after October 1, 2015 will not be entitled to this incentive until successfully completing their probationary period. (Effective 5/1 of each contract year):

 

Bachelor's Degree                     $2,800 per year

Master's Degree                     $3,300 per year

 

Specialty Pay

Canine Unit                                                                                    $3,550 year - Effective May 1, 2015

Field Training Officer                                                               $250 per month

Patrol Evidence Technician                                          $125 per month

Crisis Intervention Team (CIT) ----The parties shall meet and confer, no later than December 31, 2017 to discuss specialty pay and the Crisis Intervention Team (CIT)

On Call Investigators and State Certified Traffic Accident Reconstructionist ----Two (2) times their regular hourly rate of pay when called out to work outside their regularly scheduled hours.

 

Uniform Allowance

Employees required to regularly wear a uniform shall receive $400.00 per year

Investigators                           $1,100.00 per year

Tactical officers                      $700.00 per year

 

Wellness Incentive

The Village will pay for the cost of the health screening for full-time employees, and their spouses who are currently enrolled on the Village medical plan.  For those employees who choose not to participate in the employee health screening, the employee’s monthly health insurance premium share will be increased by $80 per month, such premium increase shall not reflect the voluntary decision of a member’s eligible spouse who has elected not to participate in the health screening.

 

HDHP/HSA

For those employees enrolled in the HDHP/HSA Plan, the Village will contribute an amount equal to 40% of the deductible associated with the employee’s plan election in the employee’s HSA. The Village will make annual deposits no later than the second pay period in January of the respective plan year. 

 

Annual Deductible:

For plan years 2016 and 2017, the annual deductibles for the HDHP/HSA plans will be:

EE:                                                                                    $3,250 per annum

EE + Spouse                                                               $6,500 per annum

EE + Child(ren)                                          $6,500 per annum

Family                                                                                    $6,500 per annum

 

For plan years 2018 and 2019, the annual deductibles for the HDHP/HSA plans will be:

EE:                                                                                    $3,500 per annum

EE + Spouse:                                                               $7,000 per annum

EE + Child(ren):                                          $7,000 per annum

Family                                                                                    $7,000 per annum

 

Short-Term Disability Ordinance

Replace Ordinance 1189 with Ordinance 4690 for Non-probationary employees hired after October 1, 2015.  Employees hired prior to October 1, 2015 will still utilize Ordinance 1189 for Short-Term Disability. A full-time employee, for the purposes of the Ordinance, shall be an active employee whose employment requires 40 work hours per week and who has worked for the Village for a period encompassing 180 consecutive days. The maximum period of payment of benefits shall be 26 weeks.

 

Financial Impact

Costs for this bargaining agreement are factored in Village's annual operating budget.

Recommended Action/Motion

I move to approve ratification of the collective bargaining agreement for the period May 1, 2015 through April 30, 2019 between the Village of Orland Park and MAP Chapter 159;

and

To authorize execution of said agreement by the Village Manager.
