A RESOLUTION SUPPORTING A POLICY REGARDING THE CITIZENS INFORMATION CENTER WEBSITE THAT FOLLOWS BUT NOT LIMITED TO THE ILLINOIS POLICY INSTITUTES TEN-POINT TRANSPARENCY CHECKLIST

 

Body

WHEREAS, The Illinois Policy Institute (IPI) website is a "non-partisan research organization dedicated to supporting public policy initiatives for a better Illinois." The group’s describes itself, “as a leading voice for economic liberty and government accountability, the Institute engages policy makers, opinion leaders and citizens on the state and local level.”

 

WHEREAS, The Illinois Policy Institute has developed its Ten-Point Transparency Checklist to hold government and elected officials accountable to the taxpaying public. In addition, this checklist will provide a “best practices” framework to improve government transparency across the State of Illinois.

 

WHEREAS, The Illinois Policy Institute’s Ten Point Checklist is a proactive guideline to ensure that government bodies freely share the identified information with the public.

 

WHEREAS, The Village of Orland Park prides itself on being as transparent with its information as possible.  When the Illinois Policy Institute approached the Village several months ago, asking Orland Park to look at the Institutes transparency check list, the village complied.

 

The Ten-Point Transparency Checklist includes but is not limited to the following:

 

1.                     Elected & Administrative Officials: Contact Information

2.                     Meeting Information: Calendar (Future) Minutes & Board Packets (Past)

3.                     Public Records: FOIA submission & FOIA Officer Contact Information

4.                     Budgets: General and Special Projects

5.                     Financial Audits: Comprehensive Annual Financial Reports

6.                     Expenditures: Checkbook Register and Credit Card Receipts

7.                     Salary & Benefits: Wages, Salary, Overtime, Health, Dental, Life, Pension, etc.

8.                     Contracts: Union, Private Contractors, Vendors

9.                     Lobbying: Taxpayer-Funded Lobbying Associations

10.                     Taxes & Fees: Sales, Property, Income, and Miscellaneous Taxes, Fees

 

WHEREAS, The Village of Orland Park is the first municipality in the State of Illinois to reach the 100% threshold set by the Illinois Policy Institute by creating the “Citizens Information Center” on its website.

 

NOW, THEREFORE, BE IT RESOLVED BY The President And Board Of Trustees Of The Village Of Orland Park, Cook And Will Counties, Illinois, As Follows:

 

SECTION 1

The Village of Orland Park would like to adopt the checklist as a foundation of the Village's transparency initiative see Exhibit A.

 

SECTION 2

 

The Policy attached hereto as EXHIBIT 1 and made part hereof is hereby adopted and approved.

 

 

SECTION 3

 

The Village of Orland Park and all its officers and employees are subject to the provisions of the attached Policy and shall follow and abide by the provisions thereof.

 

 

SECTION 4

 

The Village Clerk shall cause a copy of this Resolution and the attached Policy to be delivered to each officer and employee of the Village who is subject to the provisions of the Policy.

 

 

SECTION 5

 

This Resolution shall be in full force and effect from and after its adoption and approval as provided by law.
