History
In 2005, the Public Works Department obtained the services of Greeley and Hansen LLC of Chicago, Illinois, to engineer the Pump Upgrade Project (upgrade of two lower output pumps) and the East Reservoir Addition at the Main Pump Station. The engineering for the East Reservoir Addition is 80% complete. However, the Pump Upgrade portion of this Project was delayed approximately one year while the bid documents were under review by Village staff. As a result of the delay, Greeley and Hansen has incurred higher costs and is requesting an addition of $5,000 to their $148,500 engineering contract.
On Monday, August 6, 2007, legal notice ran in the Daily Southtown Newspaper for the Pump Upgrade Project. Two bids were received. Sealed bids were opened by the Village Clerk’s Office on Wednesday, August 29, 2007 at 11:00 a.m.
Genco Industries, Inc. of Crestwood, Illinois, submitted a bid of $488,710 and Meccon Industries Inc. of Lansing, Illinois, submitted a bid of $416,900. Both the bids and the contractors were reviewed by Greeley and Hansen and the low bidder has been found to be capable of performing the work. Therefore, it is recommended that the bid of $416,900 from Meccon Industries of Lansing, Illinois, be accepted along with a contingency of $50,000 for a total of $466,900.
Based upon the complexity and scope of this project, Greeley and Hansen has been asked to submit a proposal for construction services. This service for limited project management would include shop drawing review, site visits, paperwork processing, startup assistance, etc. The total cost for this service would not exceed $42,500 plus a $4,000 contingency totaling $46,500.
In addition, Greeley and Hansen has been asked to investigate the addition of power quality monitoring equipment to the scope of the project. Periodic power concerns at this vital facility have historically been difficult to evaluate. This equipment would provide a continual recording to better diagnose and share with ComEd to facilitate improvements. The cost for engineering would not exceed $2,500 and is included in the Greeley and Hansen Engineering Services Proposal. The cost for the equipment and installation would not exceed $20,000 and would be completed along with the extensive electrical work included with the pump upgrade.
On September 10, 2007, this item was reviewed and approved by the Public Works and Engineering Committee and referred to the Board for approval.

Financial Impact
This project is $161,600 under budget. There is a Board approved line item (Account #031-6004-433-70.60) in the amount of $700,000 to fund this project.
Recommended Action/Motion
I move to approve accepting Amendment No. 1 to the Agreement for professional engineering services with Greeley and Hansen of Chicago, Illinois, for the East Reservoir Addition and Pump Upgrade Project for a total cost not to exceed $5,000;
and
Approve awarding the bid for the Main Pump Station Pump Upgrades to Meccon Industries Inc. of Lansing, Illinois, for an amount not to exceed $466,900 ($416,900 plus $50,000 contingency);
and
Approve accepting the proposal for engineering services during construction from Greeley and Hansen of Chicago, Illinois, for an amount not to exceed $46,500 ($42,500 plus $4,000 contingency);
and
Approve accepting the change order for the installation of power quality monitoring equipment for an amount not to exceed $20,000;
and
Approve authorizing the Village Manager to execute the amendment, contract, change order.
