Commuter Station Concession Services

 

History

For many years, the Village has contracted with a variety of vendors to provide concession service in the commuter stations at 143rd Street and 159th Street. 

 

In 2013, the vendor who had been operating as concessionaire at both stations chose not to continue in this business.  There were several weeks where there was no vendor at either station.  At that time, the owner of Amano Vivere Café (at 9750 on the Park) came forward and offered to fill the gap as concessionaire at 143rd Street for nine weeks as a temporary solution allowing them a new opportunity to introduce their business to the community.  That arrangement was subsequently renewed for a one-year term.  The 153rd Street station has remained without a vendor during this entire period.

 

On March 3, 2014, the Village Board approved producing a RFP for multi-year concession services contract for the 143rd and 153rd Street stations and waiving any fees for the duration of the contract. The cost to the Village to provide space to a vendor in the station is minimal as utilities are already provided during to the station during those hours. 

 

The RFP was issued on May 12, 2014 and a pre-proposal meeting was held on May 20, 2014.  The meeting was not mandatory; however two vendors did attend the meeting and were provided a tour of both stations.   Proposals were due Thursday, May 29, 2014.  Vendors were allowed the option to provide proposals for one or both stations. 

 

Two proposals were received by the Village.  Only one of the proposals was responsive to the RFP requirements.  The non-responsive vendor did not provide any of the requested information and required forms (as is outlined in the attached summary bid tabulation).  Amano Vivere Corporation provided the only responsive proposal and met all of the requirements. 

 

As has been the case for the last four RFPs, and probably longer, the RFP also stated that vendors with an Orland Park business, such as Amano Vivere Café, would be given preference.  Other considerations included the services to be provided, experience of the vendor, the proposed fare offered and pricing, the operating history and the qualifications of the vendor. The prior success of Amano Vivere Corporation at the 143rd Street station demonstrates their ability to provide this type of service at the stations for a three (3) year term. 

 

The proposal provided by Amano Vivere Corporation is attached for your review.  Staff is recommending approval of this company to provide concession services at both stations for a three (3) year term.  c 

 

Financial Impact

None.  This contract provides a service to commuters at these stations at a minimal cost for utilities used by the vendor.

 

Recommended Action/Motion

I move to recommend approval of Amano Vivere Corporation to provide concession services at the 143rd and 153rd Street Commuter Stations for a three (3) year term.
