14439 First Avenue New Residential Construction

 

History

In the spring/summer of 2007, an existing 1-story ranch home was demolished to clear the site for the proposed 2-story Victorian/ Italianate single family residence. The petitioner is proposing to construct a 3,650 square-foot 2-story residence in the Old Orland Historic District. The design of the 2-story house has been reviewed by the historic preservation consultants, McGuire Igleski and Associates, and it has been determined that the structure meets the criteria laid out in the Land Development Code’s Section 6-209.

 

The proposed 2-story house replaces a dilapidated ranch house built approximately in the 1960s that was demolished in the spring/summer of 2007. The proposed building will be built on a vacant lot and will follow Old Orland code guidelines in the design of the building and will reflect architectural features from the district as well. Although it is new construction, the proposed building will attempt a historic appearance in order to blend into the surrounding district.

 

 

Historic Preservation Review Commission

 

On February 19, 2008, the HPRC considered this petition and moved to recommend to the Village Board approval of a Certificate of Appropriateness for the proposed new construction at 14439 First Avenue in the Old Orland Historic District, subject to the following condition:

1. That all building code related items and requirements are met;

 

and

 

It moved to recommend to the Village Board of Trustees approval of the proposed site plan titled “Mr. and Mrs. John Lawler Residence 14439 First Avenue Orland Park, Illinois”, prepared by Jeffreys and Associates, Inc. dated 10-30-07, last revised 1-29-08, project number 07-012, sheet number T1, and the elevations titled “Mr. and Mrs. John Lawler Residence 14439 First Avenue Orland Park, Illinois”, prepared by Jeffreys and Associates, Inc. dated 10-30-07, project number 07-012, sheet numbers A4 and A5, subject to the following conditions:

1.                     That the words “Site Plan” be included in the title of the site plan on sheet T1;

2.                     That the word “Elevations” be included in the title of the elevation plans on sheets A4 and A5;

3.                     That the petitioner establish that the height of the proposed principal structure does not exceed the maximum height requirement for the Historic District;

4.                     That the petitioner replaces any removed tree (dead or alive) with trees that are compatible with the natural character of the surrounding area (Humphrey Woods) taking care not to introduce invasive species;

5.                     That the petitioner provide a door elevation that is compatible with the Historic District standards outlined in Section 6-209.F.3.b for the primary and secondary structures;

6.                     That the petitioner includes the color of materials on the elevations before the submittal to the Village Board of Trustees.

 

Since the February 19, 2008 HPRC meeting, the petitioner has met conditions 1, 2, 3, and 5. Condition 4 is a condition which will be met following construction of the single family home. Condition 6 has not been met. The petitioner, however, has indicated that the color scheme on the house will match existing color schemes in the historic district. The condition, however, remains in the below motion in modified form.

 

This case is now before the Village Board of Trustees for final review/approval.

Recommended Action/Motion

I move to approve a Certificate of Appropriateness for the proposed new construction at 14439 First Avenue in the Old Orland Historic District, subject to the following condition:

 

1. That all building code related items and requirements are met;

 

and

 

I move to approve the proposed site plan titled “Mr. and Mrs. John Lawler Residence 14439 First Avenue Orland Park, Illinois”, prepared by Jeffreys and Associates, Inc. dated 10-30-07, last revised 1-29-08, project number 07-012, sheet number T1, and the elevations titled “Mr. and Mrs. John Lawler Residence 14439 First Avenue Orland Park, Illinois”, prepared by Jeffreys and Associates, Inc. dated 10-30-07, project number 07-012, sheet numbers A4 and A5, subject to the following conditions:

 

1.                     That the petitioner replaces any removed tree (dead or alive) with trees that are compatible with the natural character of the surrounding area (Humphrey Woods) taking care not to introduce invasive species;

2.   That the petitioner includes the color of materials on the elevations before submitting for building permit review.
