AN ORDINANCE AMENDING TITLE 2, CHAPTER 5, SECTION 2-5-1 OF THE ORLAND PARK VILLAGE CODE REGARDING THE RECREATIONAL ADVISORY BOARD

 

Body

 

WHEREAS, the President and Board of Trustees of the Village of Orland Park have

from time to time created by ordinance certain commissions, committees and advisory boards in order to provide the President and Board of Trustees with information, advice and technical assistance on certain matters to come before the President and Board of Trustees, and

 

WHEREAS, as these commissions, committees, and advisory boards have operated, it has become clear that certain structural changes would be in the best interests of the efficient operation of these boards and commissions and would further their overall mission; and

 

WHEREAS, the President and Board of Trustees of the Village of Orland Park, in cooperation and consultation of Village staff and the members of the Recreation Advisory Board, have determined that changes to the Board's composition and duties are in the best interest of the Village and its residents; and

 

WHEREAS, the President and the Board of Trustees of the Village of Orland Park find that it is in the best interest of the Village and its residents to amend the Village Code to promote the efficient operation of the Recreation Advisory Board.

 

NOW, THEREFORE, BE IT RESOLVED, by the Village President and Board of Trustees of the Village of Orland Park, Cook and Will Counties, Illinois, as follows:

 

 

SECTION 1

 

 

The above recitals are incorporated by reference into this Section 1 and made a part hereof as though fully set forth herein.

 

 

SECTION 2

 

 

Title 2, Chapter 5, Section 2-5-1 of the Orland Park Village Code is hereby amended by deleting Section 2-5-1 and replacing it as follows:

 

2-5-1                     : RECREATION ADVISORY BOARD ESTABLISHED, MEMBERS:

 

There is hereby established a Board to be known as the Recreation Advisory Board of the Village.

The Recreation Advisory Board shall consist of thirteen (13) members to be appointed by the President of the Village, with the advice and consent of the Board of Trustees. Members shall serve for one (1) year terms, which shall begin on the first Monday in June and shall expire on the first Monday in June of the following year. One (1) of the members of said Board may be a resident of unincorporated Orland Township.

(a)                     Public Arts Subcommittee.

 

1.                     A Public Arts Subcommittee that focuses on public arts shall be established and shall consist of three (3) persons who are members of the Recreation Advisory Board and who shall be appointed by the Village President with advice and consent of the Board of Trustees.

2.                     The Subcommittee will be responsible for promoting programming of the public arts in the Village.

(b)                     Additional Subcommittee. An additional Subcommittee of said Recreation Advisory Board consisting of members of the Recreation Advisory Board may be created by the Chairperson with advice and consent of the members of the Recreation Advisory Board. The responsibilities of such Subcommittee shall be determined by the Recreation Advisory Board and approved by the Village Board of Trustees.

SECTION 3

 

Title 2, Chapter 5, Section 2-5-2 of the Orland Park Village Code is hereby amended by deleting Section 2-5-2 and replacing it as follows:

2-5-2                     : FUNCTIONS AND DUTIES:

 

The Recreation Advisory Board created hereunder shall advise the Recreation and Parks Department, the Village President and Board of Trustees while performing the following functions:

1.                     Advise and make recommendations on field and facility usage and scheduling priorities at those locations.

2.                     Advise and make recommendations as to equipment, facilities, programs and activities in the operation and maintenance of a recreation system.

3.                     Advise and make recommendations to the Board of Trustees as to the suitability of sites for park and recreation purposes with respect to tracts of real estate referred to and for consideration by the Board of Trustees.

4.                     Advise and make recommendations on programming and activities within the Recreation and Parks Department.

5.                     Assist the Recreation and Parks Department with sponsorship development.

 

6.                     Assist the Recreation and Parks Department with special events as volunteers.

 

7.                     Advise and make recommendations for fee structures and fees, including special events, recreation programming, rental fees, membership fees and any other users fees associated with the administration of Recreation and Parks Department programs.

 

SECTION 4

 

All Ordinances or parts of ordinances in conflict herewith are, to the extent of such conflict, hereby repealed.

 

SECTION 5

 

If any section, subsection, sentence, clause or phrase of this Ordinance is for any reason held to be invalid, such decision or decisions shall not affect the validity of the remaining portions of this Ordinance.

 

SECTION 6

 

This Ordinance shall be in full force and effect from and after its adoption and publication in pamphlet form as provided by law.

 

SECTION 7

 

The Village Clerk be and hereby is authorized and directed to publish this Ordinance in pamphlet form.
