History

The petitioner, Mr. John Kelly of Ulverton Enterprises Inc. is proposing to construct a 2-story 3,314 square foot frame single-family residence with basement in the Old Orland Historic District located at 9875 W 144th Place. The single-family residence will also have a 720 square foot detached garage that is proportional in height to the principal building.

 

It should be noted that 9875 W 144th Place was host to a single family ranch house (circa 1960’s) with two fairly established trees (one deciduous, the other evergreen). These trees were removed prior to or during demolition of the ranch house. The site is currently vacant. Trees are an essential element in establishing the character of the historic district. The petitioner is encouraged to work with staff and plant trees that are ecologically and historically appropriate for the district once construction is complete.

 

On December 18, 2007 the Historic Preservation Commission moved to recommend to the Village Board approval of a Certificate of Appropriateness for the proposed new construction at 9875 W 144th Place in the Old Orland Historic District, subject to the following condition:

1. That all building code related items and requirements are met;

 

And

Moved  to recommend to the Village Board approval of the preliminary site plan titled “Ulverton 9875 W 144th St. Orland Park IL.”, prepared by Philip J. Riley Architects, dated 6-20-07, job number 07122, sheet A-0, and the elevations titled “Ulverton 9875 W 144th St. Orland Park IL.”, prepared by Philip J. Riley Architects, dated 6-20-07, job number 07122, sheets A-1 through A-2 and A-6, subject to the following conditions:

1.                     That the petitioner replace the abbreviated word “Street” in the title of the site plan and elevations with the word “Place” to read “9875 W 144th Place”;

2.                     That the petitioner have the gable of the garage match the gable of the house;

3.                     That the petitioner makes the small second story windows on the east elevations proportional to each other;

4.                     That the petitioner work with staff to plant trees on the subject site;

5.                     That the petitioner reconnects the sidewalk system on 144th Place following construction;

6.                     That the petitioner demonstrates the location of the garage building in relation to the site’s topography to ensure positive water drainage from the structure;

7.                     That the petitioner includes the rectangular door on the north elevation.

 

Since the Historic Preservation Review Commission, the petitioner has met conditions 1, 2, 3, and 7. Conditions 4 and 5 can be met at a later date. Condition 4 is an ongoing matter but one that should not hold up the project in any substantive way. Condition 5 can only be completed once construction is complete. Condition 6 is yet to be fulfilled. If the sixth condition results in substantive change to the garage location or layout on the site plan, then the project will require further review and may return to the HPRC and the Village Board again. However, it is anticipated that the topography at the location of the garage can be modified to ensure positive drainage per engineering comments without moving/ re-positioning, or re-designing the garage.

 

The condition attached to the Certificate of Appropriateness will be satisfied through the building review process.

 

This is now before the Village Board for consideration.

Recommended Action/Motion

I move to approve a Certificate of Appropriateness for the proposed new construction at 9875 W 144th Place in the Old Orland Historic District, subject to the following condition:

 

1. That all building code related items and requirements are met;

 

and

 

I move to approve the preliminary site plan titled “Ulverton 9875 W 144th Place Orland Park IL.”, prepared by Philip J. Riley Architects, dated 6-20-07, job number 07122, sheet A-0, and the elevations titled “Ulverton 9875 W 144th Place Orland Park IL.”, prepared by Philip J. Riley Architects, dated 6-20-07, job number 07122, sheets A-1 through A-2 and A-6, subject to the following conditions:

 

1.                     That the petitioner work with staff to plant trees on the subject site;

2.                     That the petitioner reconnects the sidewalk system on 144th Place following construction;

3.                     That the petitioner demonstrates the location of the garage building in relation to the site’s topography to ensure positive water drainage from the structure.
