Kustom Eagle Radar Units - Purchase
History
The Department is in need of new improved speed detection radar instruments. The instruments now in use are aging and becoming increasingly costly to maintain because of the cost of repairs. Staff researched various vendors and equipment available and has identified the Kustom Eagle HR as the preferred instrument.
The Department included funds in the equipment budget for the purchase of new radar six (6) new instruments. Additionally, staff would like to purchase thirteen (13) new instruments with funds received from the revenue from DUI Fines through the courts.
Staff negotiated a price with Kustom Signals, Inc. of $1140.00 each based on a quantity purchase proposal of nineteen (19) radars.
These radar instruments would be purchased from Kustom Signals, Inc of 1010 West Chestnut, Chanute, Kansas 66720-0947 for an amount not to exceed $21,240.00 which includes shipping and handling.
We further request that the bidding process be waived for this purchase so we can maintain standardization within our equipment inventory for training, repairs and maintenance purpose. Further this radar unit has capabilities such as adaptability, configuration, compactness, low power usage, moving and stationary modes not found in other portable radar units.
On February 9, 2009, this item was reviewed and approved by the Public Safety Committee and referred to the Board for approval.
Financial Impact
The Police Department is requesting to purchase nineteen (19) Kustom Falcon HR Radar instruments with battery packs. The funds for this purchase would be used as follows; $6,800 from Account #010-7002-421-60.45 Equipment and $14,440 from the DUI Fine Account (DUIFIN) for a total not to exceed $21,240. A budget adjustment of $14,440 is requested from the DUIFIN fund to pay for this purchase.
Recommended Action/Motion
I move to approve waiving the bidding process;
and
To approve the purchase of nineteen (19) Kustom Falcon HR Radar Instruments from Kustom Signals, Inc. 1010 West Chestnut, Chanute, Kansas 66720-0947 at a purchase price not to exceed $21,240;
and
To approve of a budget adjustment of $14,440 from the DUIFIN fund to pay for this purchase.
