Hydrant Flow Testing - Proposal
History
The Utility Division of the Public Works Department will be initiating a multi-year Fire Hydrant Testing and Inspection Program for the approximately 4,000 fire hydrants within the Village’s service area. This program will identify broken or malfunctioning hydrants, locate possible problems with the distribution system such as closed or broken valves and provide water flow (GPM) information and data to the Fire Protection District. It is anticipated that this program will take up to four (4) years to complete.
A Request for Proposal (RFP) was advertised in the Daily Southtown on Tuesday, September 18, 2007. The RFP was also sent to two (2) companies known to perform this specialized work. One company, Wachs Utility Services of Lincolnshire, Illinois, declined to bid because of the software documenting requirement. M.E. Simpson Co. Inc. of Valparaiso, Indiana, submitted the following proposal:
2007/2008 - $39.00/Hydrant
2008/2009 - $42.00/Hydrant
2009/2010 - $42.00/Hydrant
2010/2011 - $44.00/Hydrant
Therefore, it is recommended that the proposal from M.E. Simpson Co. Inc. of Valparaiso, Indiana, be accepted with the total cost of each year not to exceed the Board approved budgeted amount.
On October 8, 2007, this item was reviewed and approved by the Public Works and Engineering Committee and referred to the Board for approval.

Financial Impact
The 2007/2008 Budget has a Board approved budget line item (031-6002-433.32-99) in the amount of $50,000 plus a rollover of $100,000 for Hydrant Flow Testing.
Recommended Action/Motion
I move to approve accepting the proposal from M.E. Simpson Co., Inc., of Valparaiso, Indiana, for the flow testing and inspection of fire hydrants at a cost of $39.00/Hydrant for 2007/2008 - $42.00/Hydrant for 2008/2009 - $42.00/Hydrant for 2009/2010 and $44.00/Hydrant for 2010/2011;
And
To approve authorizing the Village Manager to execute the proposal/contract.
