Purpose
The purpose of this petition is to address the increasing number of inquiries for halo-lit signage by businesses in Orland Park and clarify Village standards for multi-tenant ground signs.

PROJECT DESCRIPTION & CONTEXT
This proposed amendment addresses the increasing number of inquiries for halo-lit signage by businesses in Orland Park and clarifies Village standards for multi-tenant ground signs. A halo-lit sign is where an internal light source illuminates the wall or mounting surface behind the sign thereby creating a glowing effect. The Land Development Code does not currently allow for halo-lit signs though there are many in place already throughout the Village.
If approved, the glowing effect would be governed by a maximum of 1.5-inch distance from the wall and adhere to the brightness regulations outlined in Land Development Code Section 6-315 Exterior Lighting, in line with how sign brightness is currently regulated.
The goal of this amendment is to provide more flexibility in our commercial areas by allowing this popular, new, and modern sign design while maintaining the high standards of the Village and minimizing adverse impacts on the surrounding area.
This proposed amendment also addresses multi-tenant ground signs and seeks to simplify and more clearly regulate the design of these signs Village-wide. The proposed amendment would require each multi-tenant ground sign to have a uniform background and text color.
Recommended Action/Motion
Staff recommends to accept and make findings of fact as discussed at this Plan Commission meeting and within the Staff Report dated December 13, 2024,
And
Staff Recommends that the Plan Commission approve the Land Development Code Amendment as presented in the Staff Report dated December 13, 2024.
