NATURAL FEATURES:

Few natural features exist. Parkways have some trees. Along 151st Street from Ravinia Avenue to West Avenue, drainage swales flank each side of the street and prohibit significant parkway tree presence. Along West Avenue and Franchesca Court, trees are few and sporadic. Finally, West Avenue has an incongruent parkway on the west side of the street due to unincorporated parcels.

 

PLANNING OVERVIEW:

The Community Development Block Grant program is a Federal Program by the U.S. Department of Housing and Urban Development and is administered by Cook County’s Department of Planning and Development.

 

DISCUSSION:

In 2009, the Village of Orland Park will apply to the Community Development Block Grant Program for financial assistance with the above mentioned street segments surrounding and in the Cameno Terrace and Villa Re’al subdivisions. The block area these subdivisions form is collectively referred to as the Cameno residential neighborhood. The combined Cameno residential neighborhood corresponds to block group 3 of census tract 824112. Block group 3 is the only block group in the Village of Orland Park that meets the eligibility criteria for the CDBG program-- 51% or more of an area’s population in the low to moderate income bracket. Block group 3 is 51.8% low to moderate income. Total population in block group 3 is estimated at 847 people, with 421 people in the low-mod income range. Approximately 2000 people live in the surrounding vicinity and would also immediately benefit from the proposed improvements.

 

The Cameno residential neighborhood primarily consists of 2-3 story multi-family rental units and is centrally located in Orland Park, Illinois. Residents in the Cameno Neighborhood enjoy close proximity to local shopping, the public library, elementary schools, Village Hall, Township Hall and a new three (3) acre community park, El Cameno Park, which was built through the CDBG funding program in 2006. The park serves the needs of young children, teens, parents, and elderly residents who live in the Cameno neighborhood.

 

Existing Conditions Summary

The existing road conditions on these streets are characterized by cracked pavement, multiple pot-holes, disintegrating street edges and surface depressions indicating problems under the surface. Concrete joints with adjoining surfaces (e.g. drive-ways, curb-cuts etc.) throughout the project corridor are broken and cracked. Intersection joints with streets are also broken at project corridor intersections with West Avenue and 151st Street.

 

Along West Avenue, sidewalks are eroded and curb-cuts are uneven and no longer flush at the street joints throughout the project corridor. Cross-walks and other street paintings have lost color vibrancy, making it difficult for motorists to distinguish pedestrian zones.

 

Along the parkways, the sod has deteriorated, street signage has aged and in some areas, such as on West Avenue and Franchesca Court, street trees are missing, making for a bland street environment.

 

Project Description.

The proposed capital improvements project is classified as an “Area Benefit Activity” under the CDBG program.

 

The proposed project will include the installation of sod restoration and new street trees in West Avenue and Franchesca Court parkways, safe cross-walks, new signs and accessible/ curb-cut street corners with rubber mesh foot-holds.

 

A summary of anticipated accomplishments is provided below:

 

-                      New road infrastructure for local residents and businesses;

-                      New streets for a predominantly low to moderate income area;

-                      New sidewalks and parkway sod restoration;

-                      New street trees on Franchesca Court and West Avenue;

-                      New and safer cross-walks and street signs/ traffic controls;

-                      New corner curb-cuts for accessibility on street corners;

 

The primary objective of this project is to rebuild both West Avenue, a major collector street for the area, and 151st Street, a minor collector street for the area. Both streets have degraded significantly. The previous reconstruction effort of these streets was more than 8-9 years ago.

 

Franchesca Court will also be rebuilt, which was not rebuilt when the other streets in the Cameno Terrace and Villa Re’al subdivisions were rebuilt more than 5-6 years ago.

 

General Project Information

The Community Development Block Grant Program is a 50/50 program with the local municipality or non-governmental organization. The Public Works Department estimates that the total cost of reconstruction of the above mentioned segments of West Avenue, 151st Streets and Franchesca Court will be $342,424.00. The Village is applying to the Cook County Department of Planning and Development for CDBG funding in the amount of $171,212.00. The Village will match that amount dollar for dollar out of the capital improvements budget.

 

The project depends on a review by the Cook County Department of Planning and Development and a final decision by the Cook County Board of Commissioners. The scope of the project depends on the amount of money awarded to the Village by the County. If the application is denied, the reconstruction of West Avenue will likely take place according to the Village of Orland Park capital improvements budget. 151st Street and Franchesca Court will be reserved for a later date. Likewise, if the Village is awarded a sum less than the requested amount, the scope will be adjusted.

 

CDBG funds can only be applied to the above mentioned segments right-of-way since those are the streets in the eligible block group that need reconstruction.

 

Storm Sewer, Sanitary Sewer, Water

Street reconstruction does not include any kind of water management reconstruction.

 

Detention/ Retention

The drainage swales along 151st Street will not be reconstructed or improved at this time under this application.

 

UPDATE from the First CDBG Public Meeting

At the February 10, 2009 Plan Commission, Commissioners discussed the opportunity to widen 151st Street between West Avenue and Ravinia Avenue as part of this project. Some of the Commissioners indicated that it would be cost prohibitive to include widening the road with this CDBG application because of the drainage swales located on each side of 151st Street.

 

As a follow up to the Plan Commission comments, Christopher B. Burke Engineering Ltd., the Village’s consulting engineering firm, is currently working on a plan for widening 151st Street. That plan includes the elimination of the double-sided parallel drainage swales along much of the street. The Public Works Department estimates that the widening effort will be a multi-million dollar project. The timetable for widening 151st Street is not certain at this time. When CBBEL’s plan is implemented, the 151st Street right-of-way will be entirely reconstructed, not just the street.

 

The CDBG grant money will assist the Village in rebuilding the existing street until it is time to widen it.

 

This case went before the Village Board on February 16, 2009 for a final review and a resolution was passed in support of the application.
