History

Care Solace is a California-based business that strives “to break the stigma surrounding mental health and offer every community educational prevention resources, provide prompt, compassionate support when necessary, and build resilience for long-term stability and health.”  In 2024, their mental health care coordination service was recognized as a Best Practice by the U.S. Conference of Mayors.

 

Essentially, Care Solace provides visibility to a comprehensive list of existing community resources through the use of online tools. They serve nearly a thousand communities, school districts, businesses, and universities across the country. Care Solace offers an extensive network of providers, including 276 in the Orland Park area, over 15,000 in Cook County, and more than 25,000 in Illinois. 

 

If the Village partners with Care Solace, all residents and Village employees can use their services.

Financial Impact

The cost for the service is $1/resident/year and would be offset by opioid settlement funds the Village currently receives. To date, the Village has received over $64,000 and will receive approximately $87,000 over the next 13 years. Other funding resources, such as federal grants for community mental health services, may also be available to offset the cost. Following the COW, staff will contact the Orland Township, Orland Park Library, Orland Fire Protection District, and D135 to see if they are willing to share in the costs of the program through an IGA.

 

 

Recommended Action/Motion

I move to recommend to the Village Board partnering with Care Solace on a three-year trial basis beginning immediately in 2025;

 

AND

 

Approaching the Orland Township, the Orland Park Library, the Orland Fire Protection District, and School District 135 to solicit their participation in the community-wide program;

 

AND

 

Authorize the Village Manager to execute all related documents subject to Village Attorney review.
