 A RESOLUTION DETERMINING THE APPROPRIATENESS OF CLASS 6B STATUS PURSUANT TO THE COOK COUNTY REAL PROPERTY CLASSIFICATION ORDINANCE, AS FROM TIME TO TIME AMENDED, SPECIFICALLY FOR THE SPECIAL ASSESSMENT OF ABANDONMENT OF LESS THAN 24 MONTHS, AS WELL AS SUBSTANTIAL REHABILITATION FOR CERTAIN REAL ESTATE BEING PURCHASED BY SEIDA PROPERTY MANAGEMENT D/B/A RIVERDALE BODY SHOP, AND LOCATED AT 10714 W. 163rd Place (UNIT A & B) ORLAND PARK/COOK COUNTY, ILLINOIS.

Body

WHEREAS, the Village of Orland park desires to promote the development and retention of industry in the Village of Orland Park, Cook County; and

 

WHEREAS, Cook County has instituted a program to encourage industrial and commercial development in Cook County known as the Cook County Real Property Classification Ordinance; and

 

WHEREAS, the Cook County Class 6B incentive is designed to encourage industrial development throughout Cook County by offering a real estate tax incentive for the development of new industrial facilities, the rehabilitation of existing industrial structures, and the redevelopment and occupancy of abandoned property or buildings, and

 

WHEREAS, Seida Property Management, LLC, d/b/a Riverdale Body Shop, an auto manufacturing, fabricating, warehousing and repair company, presently locating to Orland Park, Illinois, has applied for or is applying for Class 6B property status pursuant to said aforementioned ordinance, specifically as the ordinance covers “occupation of abandoned property - with special circumstances” for certain real estate located at 10714 W. 163rd Place in the Village of Orland Park, Cook County, Illinois, with the pins # 27-20-407-003-1001 & # 27-20-407-003-1002 and legally described as LOT 44 IN BEEMSTERBOER INDUSTRIAL PARK PHASE 3, BEING A SUBDIVISION OF PART OF THE WEST HALF OF THE SOUTHEAST QUARTER OF SECTION 20, TOWNSHIP 36 NORTH, RANGE 12 EAST OF THE THIRD PRINCIPAL MERIDAN and

 

WHEREAS, the Village of Orland Park has determined the property meets the requirements of “Occupation of Abandoned Property -  Special Circumstances” and that such incentive provided for in said ordinance is necessary for development to occur in this specific real estate and

 

WHEREAS, the Village of Orland Park has determined a finding of “abandonment of less than 24 months”, as 10714 W. 163rd Place (Units A & B) has been abandoned for approximately 16 months and currently is in the process of foreclosure.  The property is in need of reinvestment in order for Riverdale Body Shop to reoccupy.  The property has remained vacant during this time, with no subsequent renters or purchasers as a result of high Cook County property taxes.

 

NOW, THEREFORE, BE IT RESOLVED, by the President and Board of Trustees of the Village of Orland Park, Cook County, Illinois as follows:

 

1.                     The request of Seida Property Management d/b/a Riverdale Body Shop to have certain real estate located at 10714 W. 163rd Place (Units A & B), Orland Park, Cook County, Illinois, legally described on Exhibit A, attached hereto and with PIN NO. 27-20-407-003-1001 & 27-20-407-003-1002, declared eligible for Class 6B status pursuant to the Cook County Real Property Classification Ordinance, is hereby granted in that this Board and municipality recognizes the property, as stated herein, meets the requirements of “Occupation of Abandoned Property - Special Circumstances” and has had “abandonment of less than 24 months” and the property is in need of “substantial rehabilitation,” and the incentive benefits provided for in said ordinance are necessary for development of this real estate to occur.

 

2.                     The Village of Orland Park hereby supports and consents for said site to receive Class 6B status, based on the verification of “abandonment of less than 24 months” and the need for “substantial rehabilitation”, from the Cook County Assessor pursuant to said ordinance.

 

3.                     The Village President, Clerk and other appropriate Village of Orland Park officials are hereby authorized to sign any necessary documents to implement this resolution.

 

4.                     This resolution shall be in full force and affect from and after its adoption.
