History

The petitioner is proposing a single story, 6,820 square-foot building and accessory surface parking on a 1.05-acre site Lot 2 of the Glen Oaks Industrial Park. Proposed elevations would be consistent in design with existing buildings in the Winterset III office complex to the south. This proposal continues the petitioner's goal to continue the expansion of the Winterset Office Park that has already begun with the development of Lots 7, 8, 9, 10, 11, 12, 13 and 14 in the Glen Oaks Industrial Park. The Glen Oak Industrial Park is a 23.7-acre, 16-lot industrial subdivision on the east side of 108th Avenue at 165th Street.

This petition originally included a variance request to allow for parking in the front yard setback but the petitioner has revised the plan to move the parking to the rear of the building, negating the need for a variance and setting up the framework for a similar development pattern for the remaining vacant lots.

 

On January 8, 2008 the Plan Commission moved to recommend to the Village Board, approval of the Preliminary Site Plan entitled “Lot 2 Glen Oaks Industrial Park”, prepared by Raymond E. Derbas and Associates, CADD reference number 07009, dated 11/29/07, sheet C.2.0 and the building elevations entitled Lot 2; 10730-36 W 165th Street, prepared by Craig A. Podalak Architects, dated 09-14-06, sheet A4, subject to the following conditions:  (1) that all final engineering-related items are met; (2) that the petitioner submit an Engineering Plan for separate review and approval within 60 days of final engineering approval; (3) that the petitioner submit building elevation with dimensions, materials and colors before the Committee meeting; (4) that the petitioner shift the building to the street and move the parking to the rear of the site; and (5) that the petitioner work with Staff to determine the final front yard setbacks with relation to the sewer.

 

And

Moved to recommend to the Village Board, denial of the variance on Lot 2 of Glen Oaks Industrial Park to allow for surface parking in the front setback.

 

After Plan Commission, the petitioner revised the site plan to shift the building to the road and the parking to the rear of the site. 

 

Development Services and Planning Committee

On January 28, 2008 the Development Services and Planning Committee, by a vote of 3-0, moved to recommend to the Village Board approval of the preliminary site plan titled ‘Lot 2 Glen Oaks Industrial Park,’ prepared by Raymond E. Derbas and Associates, CADD reference number 07009, dated 01/09/08, most recent revision 01-18-08, sheet C.2.0 and the building elevation packet titled, ‘Glen Oaks Lot 2 Office Building’, with drawings prepared by Craig A. Podalak Architects, dated 09-14-06, including sheets A4 and A6, materials sheet and a garbage enclosure elevation, subject to the following conditions:

1) That the petitioner revise the site plan to replace the turnaround area at the northwest corner of the parking lot with parking stalls and include landscape islands per Code requirements (one for every seven spaces).

2) That all final engineering related items are met;

3) That the petitioner submit a landscape plan for separate review and approval within 60 days of final engineering approval;

and

Moved to recommend to the Village Board denial of the variance on Lot 2 of Glen Oaks Industrial Park to allow for surface parking in the front setback.

 

Discussion

The petitioner has revised the site plan to better align the parking layout on the northwest corner of the parking lot but did not provide any additional landscape islands.  Per code, six islands are required for 41 parking spaces.  The proposed site plan shows only four landscape islands.    Because the parking lot layout is efficient and the fact that the site has a lot of landscape area, the petitioner has agreed instead to provide the plant material required for the two missing islands (two canopy trees and four shrubs) in other landscape areas on the property.

This is now before the Village Board for consideration.

Recommended Action/Motion

I move to approve the preliminary site plan titled ‘Lot 2 Glen Oaks Industrial Park,’ prepared by Raymond E. Derbas and Associates, CADD reference number 07009, dated 01/09/08, most recent revision 01-29-08, sheet C.2.0 and the building elevation packet titled, ‘Glen Oaks Lot 2 Office Building’, with drawings prepared by Craig A. Podalak Architects, dated 09-14-06, including sheets A4 and A6, materials sheet and a garbage enclosure elevation, subject to the following conditions,

1) That all final engineering related items are met;

2) That the petitioner submit a landscape plan for separate review and approval, within 60 days of final engineering approval, that includes two additional canopy trees and four additional shrubs planted somewhere else on the property to compensate for the missing two landscape islands;

and

I move to deny the variance on Lot 2 of Glen Oaks Industrial Park to allow for surface parking in the front setback.
