RESOLUTION URGING THE ILLINOIS LEGISLATURE TO REJECT SB 16 AND PASS COMPREHENSIVE EDUCATION REFORM WHICH INCREASES FUNDING AND DOES NOT PENALIZE SUCCESSFUL SCHOOL DISTRICTS

Body

WHEREAS, the Illinois Constitution mandates the State provide quality public education institutions, assigning the State with the primary responsibility for financing that system; and

 

 

WHEREAS, the State has not allocated additional funding for public education, allowing nearly 62 percent of Illinois public school districts to deficit spend; and

 

 

WHEREAS,  the Village of Orland Park recognizes that there are areas within the State of Illinois that are in need of financial assistance, however this assistance should not be provided at the expense of other districts which are providing quality education using financially responsible practices; and  

 

 

WHEREAS, Senate Bill 16 would redistribute state funds primarily based on means-tested and local taxpayers ability to pay without new revenue, which is not positive, substantial reform; and

 

 

WHEREAS, Orland Park residents will be responsible for making up 8.1 million dollars in school funding if SB 16 is enacted, this will cause increases to school district’s levies and cuts in programs.  For example, School District 135 will lose most of the funding for special education and transportation from the State; and

 

 

WHEREAS, Orland Park believes that every child deserves a quality education and Orland Park children need a quality education to make them the leaders of tomorrow.

 

 

NOW, THEREFORE, BE IT RESOLVED, that the Village Board of Trustees support our local  school districts 135, 146, 118, 140 and Consolidated District 230 in their missions to provide quality education for our children.

 

 

BE IT FURTHER RESOLVED, that the Orland Park Village Board of Trustees urges the Illinois State Legislature to reject the SB 16 legislation and provide Illinois children the education we demand by increasing funding for public education, rewarding successful school districts, and not taking from one child to give to another child but empowering both children.

 

 

BE IT FURTHER RESOLVED, that the Orland Park Village Clerk transmit a copy of this Resolution to the Federal and State Legislative Delegation representing Orland Park.
