PLANNING OVERVIEW:

Sarku Japan was administratively approved on June 10, 2010 as a 2,400 square foot 55 seat restaurant in the middle unit of the shopping center located at 15110-30 S. La Grange Road. Since the approval, Sarku Japan has submitted an application to the Orland Park Smart Energy Fund (SEF) for $13,238.00 to install energy efficient restaurant equipment, a new energy efficient HVAC unit and energy efficient lighting. Below is a breakdown of the items that are eligible for the program.

 

DISCUSSION:

 

Facility Appliances

Sarku Japan proposes to install the following energy efficient commercial equipment in the restaurant. The improvements are considered permanent fixtures for the proposed use.

 

True Refrigerator/ Freezer

-                     54 inch (L) x 30 inch (D), two section, dual temperature; (Model # T-49DT-G);

-                     Cost: $5,431.00;

-                     115/208-230V/ 60HZ/ 1Ph

-                     “Energy Efficient “Low E”, double pane thermal tempered glass doors in refrigerator”;

-                     “Energy Efficient, triple pan thermal insulated glass doors in freezer”;

-                     “Lower utility costs”;

 

True Solid Door Refrigerator

-                     48 inch (L) x 30 inch (D) x 33 inch (H), two sections; (Model # TWT-48);

-                     Cost: $1,884.00

-                     115V/60HZ/1Ph

True Freezer

Sarku Japan proposes to install the following energy efficient and Energy Star qualified rooftop HVAC unit:

 

Carrier WeatherMaker

-                     One 12.5 ton HVAC; cooling/gas heat RTU with Puron refrigerant; (Model # 48TCD14);

-                     Two cooling stage model;

-                     SEER up to 13.0; EER up to 11.1;

-                     Cost: $10,000.00 ($800 per ton in a 12.5 ton unit);

-                     Energy Star qualified;

 

Lighting

Sarku Japan proposes to install the following energy efficient lighting:

 

Juno 4 Inch Low Voltage Recessed Downlight

-                     Maximum lamp rating: IC/TC44: 50W MR 16;

-                     Cost: $3,485.00 ($85.00 per fixture for 41 fixtures);

 

Lithonia Lighting GT8

-                     48 inch (L) x 24 inch (W) x 3 inch (D); (Model #444B-WH)

-                     Cost: $602.00 ($43.00 per fixture for 14 fixtures);

-                     3 lamp unit; 32W

 

Contractor Bidding Requirements

Sarku Japan has not selected a contractor at this time to provide bids for the proposed work. The costs outlined above are for the equipment only. Sarku Japan will be required to report actual bid prices when a contractor is selected and provides bids for the proposed work. Any item priced less than the costs outlined above will be marked down accordingly for SEF assistance and the program will fund the lesser cost. The program will not fund additional cost increases that result from contractor bidding beyond what is approved by the Village Board for assistance. 

 

Smart Energy Fund Assistance

The Smart Energy Fund is designed to work in tandem with ComEd’s Smart Ideas for Your Business (SIYB) program incentives. The Smart Ideas for Your Program offers businesses incentives up to 30% of the cost for energy efficient projects. The Smart Energy Fund funds the same type of projects that ComEd’s programs fund, deferring to ComEd’s expertise on what systems and projects are energy efficient. The Smart Energy Fund, however, does require Energy Star status as a basic level for energy efficiency improvements. The Fund will also consider improvements that include California Energy Commission approval status, or any other state’s energy commission approval.

 

The SEF program funds 50% of the cost of work, up to $20,000.00. Combined with ComEd’s incentives, SEF allows businesses to potentially save up to 80% of the cost of improvements (assuming the petitioner obtains ComEd’s approvals for SIYB).

 

The total SEF grant funding for Sarku Japan is $13,238.00.

 

On July 19, 2010, the Parks, Recreation and Environmental Initiatives Committee of Trustees was canceled due to a lack of quorum. The Chairwoman of the Committee agreed to forward this petition to the full Board of Trustees.

 

Recommended Action/Motion

 

I move to approve the Sarku Japan Smart Energy Fund application for $13,238.00 as indicated in the below fully referenced motion.

I move to approve the Sarku Japan Smart Energy Fund application for $13,238.00 from EECBG in matching grant funds to install as permanent fixtures for the proposed use the following equipment: one (1) True Refrigerator/ Freezer, one (1) True Solid Door Refrigerator, one (1) True Freezer, one (1) Hoshizaki Ice Machine, one (1) Carrier WeatherMaker HVAC unit, forty-one (41) Juno 4 Inch Low Voltage Recessed Down-lights, and fourteen (14) Lithonia Lighting GT8 units, subject to the following conditions:

 

1.                     That Sarku Japan submits the actual bid prices of each of these items when a contractor is selected and provides bids for the proposed work.

2.                     That any item priced less than the costs will be marked down accordingly for SEF assistance and the program will fund the lesser cost.

3.                     That the program will not fund additional cost increases that result from contractor bidding beyond what is approved by the Village Board for assistance.
