PLANNING OVERVIEW:

The petitioner, Bob Wilson, is proposing to tuck-point the foundation walls of his historic home known as the “Loebe House” at 9952 W 144th Street. The building is a contributing structure from approximately 1890. The mortar profiles on the limestone foundation walls on all four sides have deteriorated over time, leaving large gaps between the limestone blocks and causing damage both to the limestone blocks and the foundation system. The tuck-pointing will seek to seal the gaps between the blocks, fortify the foundation walls, and attempt to bring the foundation of the historic home back to its original look, feel and character. The project will also include the replacement of water-damaged limestone masonry blocks.

 

This project was reviewed by the Historic Preservation Review Commission in April 2008 and a Certificate of Appropriateness was approved by the Village Board subsequently. An administrative review was completed in September 2008 that brought the appearance of the limestone foundation closer to its original appearance. Aside from the minor adjustment to make the foundation appear more historically accurate, the Certificate of Appropriateness was otherwise not affected.

 

The petitioner has applied to the Façade Improvement Program to assist in the repairs of his foundation wall system. Restoration by Marion is a masonry company specializing in historic preservation and is the selected contractor. The maximum amount of Façade Improvement Program assistance the petitioner is requesting is 50% of the cost of work for the three facades that are visible from 144th Street and Brooke Avenue. The south and east façade directly face the two rights-of-way. The west façade of the building is visible from 144th Street due to the Loebe House’s large west yard.

 

The total cost of $5,450.00 divided by four walls is $1,362.50. The cost for the Brooke Avenue wall plus the 144th Street wall plus the 144th Street yard wall is $4,087.50. Fifty percent (50%) of that cost is $2,043.50.

 

The total façade improvement assistance would be $2,043.50.

 

On September 22, 2008, the Development Services and Planning Committee of Trustees moved to accept as findings of fact of this Committee the findings of fact set forth in the staff report dated September 22, 2008,

Moved to recommend to the Village Board of Trustees approval of Mr. Bob Wilson’s Old Orland Façade Improvement Program application for $2,043.50 in matching grant funds, per the proposal of Restoration by Marion (contractors) to repair the limestone foundation walls on the Old Orland contributing structure located at 9952 W 144th Street, subject to the following information:

 

1.                     That this project will remain on a waiting list as a “first come first serve” priority for the Façade Improvement Program.

 

DISCUSSION:

 

Since the Committee, the Petitioner understands the condition.

 

This is now before the Village Board of Trustees for review.

Recommended Action/Motion

I move to approve Mr. Bob Wilson’s Old Orland Façade Improvement Program application for $2,043.50 in matching grant funds, per the proposal of Restoration by Marion (contractors) to repair the limestone foundation walls on the Old Orland contributing structure located at 9952 W 144th Street, subject to the following information:

 

1.                     That this project will remain on a waiting list as a “first come first serve” priority for the Façade Improvement Program.
