DISCUSSION:

The Village Board approved the Park Corners II project in June of 2007 and approved the landscape plan in November of 2007.  The petitioner has since made minor revisions to the site and landscape plan per final engineering comments and site conditions.  A summary of the changes is provided below:

 

Sidewalk Extension to Intersection

The approved landscape plan and site plan shows the LaGrange Road sidewalk terminating at the intersection.   However, current site grading conditions and IDOT requirements resulted in the sidewalk terminating at the end of the parking lot.   Because the intersection is currently not improved with crosswalks or a sidewalk to connect to, IDOT considers it unsafe to extend the sidewalk to the intersection.  The sidewalk connection will be completed in the future, either through surrounding development or the LaGrange Road widening project.

 

Fire Lane/Trash Enclosure/Parking Stalls

The approved landscape plan included a fire lane on the south side of the building.   It was later determined that the fire lane could not be constructed due to stormwater management issues.  The fire lane has been replaced with landscaping in the most current plan.  The removal of the fire lane also provided the opportunity to relocate the trash enclosure.  The Board approved plan shows the enclosure at the northeast corner of the site, directly across the street from an existing single family home.  The new plan shows the enclosure on the southwest side of the site at the end of the parking lot.  This location is much better screened and less visible.  Two parking stalls have been added next to the new garbage enclosure which allowed for the creation of a landscape island on the west most side of the parking lot.   Landscape islands help break up large areas of pavement and provide additional places for trees, which provide shade.

 

Landscaping/Seating Areas

The entrances to the building along the east and west facades have been slightly realigned to provide for a more ‘porch’ feel than an outdoor plaza feel.  The area provided on the west side of the building was previously approved to be a simple sidewalk.  The area on the east side of the building still includes a small seating area and a stepping stone path from the parking lot.  In order to accommodate the minor site plan changes, the landscaping has been also moved around, but the submitted plan still meets Code requirements and the intend of the Board approved landscape plan.

 

This is now before the Village Board for consideration.

I move to approve the revised site and landscape plan for Park Corners II, as shown on the drawings titled ‘Park Corners II - Final Landscape Plan,’ prepared by Ives/Ryan Group, Inc., project number L6302, dated 3-23-07, most recent revision 05-27-08, sheets L1 and L2, with no conditions.
