AN ORDINANCE AMENDING TITLE 5, CHAPTER 1 OF THE ORLAND PARK VILLAGE CODE (BUILDING CODE, ELEVATOR SAFETY)

WHEREAS, the corporate authorities of the Village of Orland Park have adopted a Building Code as the Orland Park Building Code pursuant to State statute; and
WHEREAS, the corporate authorities of the Village have determined to amend certain provisions of the Orland Park Building Code to bring that Building Code provision into compliance with the State Fire Marshal’s 2007 Elevator Safety Act; and
WHEREAS, proper notice of this amendment has been given to the Illinois Building Commission, in conformance with State law found at 65 ILCS 5/1-2-3.1.
NOW, THEREFORE, Be It Ordained by the President and Board of Trustees of the Village of Orland Park, Cook and Will Counties, Illinois, as follows:
SECTION 1
The Village Code of the Village of Orland Park, Title 5, Building, Chapter 1, Building Code, Section 5-1-13, is hereby amended to change the current text of Item 187 by adding, in numerical order, the following:
3001.2.1 ADDITIONAL REFERENCED STANDARDS: All conveyances shall be designed, constructed, installed, operated, inspected, tested, maintained, altered and repaired in accordance with addenda ASME A17.1-2005, A17.1(a)-2005, A17.1(s)-2005, ASME A17.2-2004, ASME A17.3-2005, ASME A18.1-2005, ASME QEI-1-2004, ANSI A10.4-2004, and ASCE 21-2000.
SECTION 2
The Village Code of Orland Park, Title 5, Building, Chapter 1, Building Code, Section 5-1-13 is hereby amended to change Item 188 by:
1. Changing “ASME 2002 17.3” to “ASME 2005 17.3,” in paragraph 3007.1, Safety Code for Existing Elevators; and
2. Adding a new paragraph after paragraph 3008.5, to be numbered paragraph 3008.5.1, and to read “As mandated by the 2007 Elevator Safety Act, an owner or lessee of a conveyance must report all injuries and any damages over $1,000,000 to the Division of Elevator Safety before the close of the next business day. Incident Report Forms can be found at www.state.il.us/osfm/Elevator/IncidentReporting.htm.”
SECTION 3
All ordinances or parts of ordinances in conflict with the provisions of this Ordinance are hereby repealed to the extent of their conflict herewith. All portions of the Orland Park Building Code not specifically amended by this Ordinance shall remain in full force and effect.
SECTION 3
This Ordinance shall be in full force and effect from and after its passage, approval and publication in the manner prescribed by law.
