History

The petitioner, Blair Rhode is requesting to complete the build out of an existing industrial building into medical offices for Orland Park Orthopedics located at 16450 S. 104th Avenue.

 

On June 10, 2008 the Plan Commission moved 6-0 to recommend to the Village Board approval of the preliminary site plan titled Preliminary Site Plan 16450 S. 104th Avenue by CH Architects Limited sheet number LO and L1, with latest revision dated 4/28/08 subject to the following conditions:

1.  That a Final landscape plan, meeting all Village Codes and previous Appearance Review approvals, is submitted for separate review and approval within 60 days of final engineering approval.  Preservation of existing healthy trees is to be included.  Deciduous trees are to be added in the planting islands.  Actual plant selection and placement will be refined at the time of Final Landscape Plan.

2That all final engineering related items are met.

3.  A sidewalk is installed along 104th Avenue right of way to align with Prayer Center sidewalk.

 

And

Moved to recommend to the Village Board approval of the Elevations titled Preliminary Site Plan 16450 S. 104th Avenue by CH Architects Limited sheet number A9, with latest revision dated 4/28/08 subject to the following conditions:

1.  New windows should match existing windows as closely as possible, in color and window style.

2.  That building code requirements are met.

 

Since Plan Commission, the following issues have been addressed:

1.                     A sidewalk was added to the Site Plan along 104th Avenue to align with the new Prayer Center sidewalk, satisfying one condition of approval.

2.                     The Site Plan plant material was updated to address many of the concerns listed in the Plan Commission condition related to the landscaping.  Existing plant material to be preserved has been identified.  Deciduous trees were added to the planting islands.  Plant material was added in and along the turn around area, and at the base of the signage.  Final Landscape Plan approval will still be required within 60 days of Final Engineering.

3.  Although not a condition of approval, Plan Commission requested the re-labeling of elevations based on cardinal direction, and the petitioner has complied.

It is noted that the Plan Commission staff report had requested that the petitioner remove the excess pavement east of parking space # 68, however Plan Commission removed that condition due to the recent construction of the curbing and concern with the expense to relocate it.

 

On June 23, 2008 the Development Services and Planning Committee moved 3-0 to recommend to the Village Board approval of the preliminary site plan titled Preliminary Site Plan 16450 S. 104th Avenue by CH Architects Limited sheet number LO and L1, dated 01-01-06, last revised 06-17-08, subject to the following conditions:

1.  That a Final Landscape Plan is submitted for separate review and approval within 60 days of final engineering approval. 

2.  That all final engineering related items are met.

 

And

Moved  to recommend to the Village Board approval of the Elevations titled Preliminary Site Plan 16450 S. 104th Avenue by CH Architects Limited sheet number A9, dated 01-01-06, last revised 06-17-08, subject to the following conditions:

1.  New windows should match existing windows as closely as possible, in color and window style.

2.  That building code requirements are met.

 

This is now before the Village Board for consideration.

Recommended Action/Motion

I move to recommend to the Village Board approval of the preliminary site plan titled Final Site Plan 16450 S. 104th Avenue by CH Architects Limited sheet number LO and L1, dated 01-01-06, last revised 06-24-08, subject to the following conditions:

 

1.  That a Final Landscape Plan is submitted for separate review and approval within 60 days of final engineering approval. 

 

2.  That all final engineering related items are met.

 

And

 

I move to recommend to the Village Board approval of the Elevations titled Final Site Plan 16450 S. 104th Avenue by CH Architects Limited sheet number A9, dated 01-01-06, last revised 06-24-08, subject to the following conditions:

 

1.  New windows should match existing windows as closely as possible, in color and window style.

 

2.  That building code requirements are met.
