Phase II Orland Park Historic Marker Program

History

The purpose is to consider an additional marker for Phase II of the Orland Park Historic Marker Program via a private donation;

 

On September 15, 2009 the Historic Preservation Review Commission moved 4-0-1 to recommend approval to the Village Board of Trustees the text and site placement of the Historic Markers for the following building titled “14330 Beacon Avenue” at 14330 Beacon Avenue, prepared by the Development Services Department and dated September 15, 2009, as an additional part of Phase II of the Historic Marker Program, as amended.

 

This case is now before the Village Board for final review and approval.

 

PLANNING OVERVIEW:

Phase I of the Historic Marker Program included buildings such as the Twin Towers, Cox House and the Former Christ Evangelical Lutheran Church building. Phase II of the program included the Hostert Cabins, Orland State Bank building and the Loebe Brothers General Store.

 

The 14330 Beacon Avenue historic marker attached to this staff report is an addition to Phase II of the Historic Marker Program. 14330 Beacon Avenue was originally scheduled in the Historic Marker Program Phasing Plan as part of Phase III. However, since a generous donation has been offered from an Orland Park resident, 14330 Beacon Avenue will be implemented with Phase II of the program as a fourth marker.

 

The historic marker for 14330 Beacon will not be entirely funded by the Village of Orland Park. As a donation, the historic marker will remain the property of the Village of Orland Park. The historic marker is donated by Kay Shelander of 14316 Beacon Avenue. Kay Shelander is also a Commissioner on the Historic Preservation Review Commission. The historic marker is expected to cost approximately $1,500.00.

 

In order to determine an exact figure, the marker manufacturer must have a text to produce. Therefore, the cost of the marker is still unknown until the HPRC and the Village Board finalize the text of the marker. Following approvals and when the price becomes available, Ms. Shelander will be notified and given the opportunity to review the cost.

 

The total budget approved by the Village Board in FY 2007-08 (and rolled over for FY 2008-09) for the Orland Park Historic Marker Program was $9,369.00.

 

Budget

After Phase I costs ($4,470.00) are subtracted from the total program budget, the Phase II budget will be $4,899.00. Phase II is estimated to cost less than this total amount, particularly since one marker in Phase II (Orland State Bank) does not require a decorative post. This should leave additional funding to subsidize some of the cost for Ms. Shelander should it be required.

 

When Phase II of the program is completed, a total of seven (7) contributing structures/ landmarks will be marked by a historic marker in Old Orland.

 

ADDITIONAL PHASE II RECOMMENDATION

 

14330 Beacon Avenue

According to the 2008 RAI Survey, 14330 Beacon Avenue is a contributing structure to the Historic District. The property has not yet signed a license agreement to allow the Village to post a marker on the property. The property owner has, however, indicated they are agreeable to the marker idea. This approval is subject to the signing of that license agreement.

 

Recommended Action/Motion

I move to approve the text and site placement of the Historic Markers for the following building titled “14330 Beacon Avenue” at 14330 Beacon Avenue, prepared by the Development Services Department and dated September 15, 2009, as an additional part of Phase II of the Historic Marker Program.
