Stage II Disinfectant Byproducts Testing - Proposal
History
On January 4, 2006, the United States Environmental Protection Agency (USEPA) enacted legislation that requires all Public Water Suppliers over 10,000 people to conduct a one-time study to determine the amount of disinfection byproducts present in certain locations of the distribution system.
Village staff conducted an evaluation of the distribution system and sixteen (16) sites for sampling were chosen and approved by the USEPA. The samples must be drawn from the same sites beginning in November 2007 and occurring bi-monthly for the next year. The ninety-six (96) samples will be taken by Utility Division staff and must be analyzed by one of seven State certified laboratories.
Proposals for this testing were obtained from the two local laboratories that currently provide testing services to the Village. Enviro-Test/Perry Laboratories, Inc. of Willowbrook, Illinois, is not certified but would utilize the services of a third party tester in Peoria, Illinois. Suburban Laboratories, Inc. of Hillside, Illinois, currently provides similar testing services to the Village and submitted a proposal of $16,884. To facilitate delivery and avoid complications with shipping, laboratories outside the area are not recommended.
Therefore, it is recommended that the proposal/quotation for Stage II Disinfectant Byproducts Testing from Suburban Laboratories, Inc. of Hillside, Illinois, be accepted for an amount not to exceed $16,884.
On October 8, 2007, this item was reviewed and approved by the Public Works and Engineering Committee and referred to the Board for approval.

Recommended Action/Motion
I move to approve accepting the proposal for Stage II Disinfectant Byproducts Testing from Suburban Laboratories, Inc. of Hillside, Illinois, for an amount not to exceed $16,884;
And
To approve authorizing the Village Manager to execute proposal/contract.
