REQUESTED ACTION:

The petitioner requests approval of a revised Site Plan and Elevations.

 

PURPOSE: The Village Board approved a site plan and elevations for the construction of Calvary church in May 2010, but now seeks approval to expand the project to include some Phase II items.

PLANNING OVERVIEW:

On May 3, 2010, the Village Board approved a petition to construct a church on approximately 31 acres near the southwest corner of 159th Street and 104th Avenue.  In addition to a site plan and elevations, this included approval for a special use permit to operate a place of worship and a subdivision.  Now the petitioner wishes to amend the site plan and elevations to include two items that were previously planned for future development: a 3500 square foot ‘activity room’ to be located at the southwest corner of the building, and the extended entrance canopy to be located at the northeast corner of the church.  Both items were shown on the Board approved Site Plan as “future Phase II” development.  Lower than expected bids for the church construction has allowed the church to include these items that were previously beyond their budget. 

 

The activity room is located on the back side of the building with limited visibility from the street.  The location was shown on the formerly approved plan with a dashed line and labeled for Phase II; on the revised plan it is shown as part of the new building.  An exit walk and rail was added adjacent to the activity room.  (The western side of the building may be the location of another future expansion.)  The revised west elevation is very similar to the approved elevation, with the same window configuration but with more of the gray concrete panel that is used on the rest of the building showing below the windows.

 

The drop-off canopy was also shown on the approved site plan with a dashed line and labeled for Phase II, on the revised plan it is shaded and the Phase II label is removed.  The canopy elevation was approved at the time of the original petition approval.  The front canopy adds architectural interest to the front façade, as well as providing a covered drop off area for church attendees.  An additional set of entry doors was provided under the expanded canopy.

 

Some other minor changes were made to the site and building due primarily to building code, engineering, and interior operational issues.  This included the elimination of the vertical windows on the side of the ‘cross tower’.  On the east elevation, one set of basement windows was removed.  A walkway was added around the northwest corner of the building.  The sidewalk connecting to 104th Avenue was shifted closer to the drive due to grading issues.

 

No other changes to the building or site are proposed through this petition.

 

Lot Coverage:The Code allows impervious lot coverage for churches of up to 70% in the E-1 District.  This proposal previously covered 17.5%.  Although the building addition increased lot coverage, the total was actually reduced due to detention area adjustments in final engineering.  The current proposal covers 15.04%, well within the Code limit.

 

Note:

3. Signage will be approved through a separate permitting process.

 

This is now before Plan Commission for consideration.

I move to approve the REVISED site plan titled ‘Concept Land Plan’ dated  7-15-10 by Linden Group, Job #143-09, page P.1, subject to the same conditions of approval as the previously approved site plan.

 

I move to approve the REVISED elevation titled “Concept East and North Elevations" by Linden Group, page P.3 dated 7-15-10, Job #143-09; and “Concept West and South Elevations" by Linden Group, page P.4 dated  7-15-10, Job #143-09; and "Concept Elevation with Canopy", by Linden Group, P. 5 dated 7-15-10, Job # 143-09; subject to the same conditions of approval as the previously approved elevations.
