Purpose
The purpose of this petition to obtain $7,087.50 in funding assistance to re-roof the two Twin Towers Steeples on the building located at 9967 W. 144th Street. In addition, some minor maintenance work and the repair of a damaged tower skirt will be completed. The building is listed on the National Register of Historic Places and is considered a contributing structure to the Old Orland Historic District and an Orland Park Landmark.

OVERVIEW AND BACKGROUND
A Certificate of Appropriateness (2017-0738) was administratively approved for this project on November 15, 2017. The Certificate of Appropriateness staff report and its exhibits are included with this report for further reference.
According to the 2008 Residential Area Intensive Survey (RAI), the Twin Towers Sanctuary (c. 1898 by William Arthur Bennett) is a contributing structure to the Old Orland Historic District in the Queen Anne style and is listed in good condition with a high degree of integrity. The building is also an Orland Park Landmark and is listed on the National Register of Historic Places.
The Old Orland Heritage Foundation is the preservationist society operating and maintaining the Twin Towers Sanctuary by easement. The Hope Covenant Church owns the property on which the Twin Towers stands. The Old Orland Heritage Foundation has incrementally rehabilitated, painted, and maintained the Twin Towers Chapel over the past years and is petitioning to continue the previous efforts and restore certain portions of the building.
The petitioner is applying for the Appearance Improvement Grant for $7,087.50 to re-roof the two steeples located on the north portion of the building. The proposed shingles will match the existing shingle colors that are already in the black and grey/blue roof. The re-roofing is scheduled to commence in Spring / Summer 2018.
The Appearance Improvement Grant program was written to financially assist both commercial properties in the Village and also landmark properties.
PROJECT DESCRIPTION & CONTEXT
Per the requirements of the Appearance Improvement Grant, the proposed improvements fit under the Historic Restoration category for “Restoration of Historic Doors, Windows, and other Architectural Features.” In addition, the proposed improvements meet the guidelines for eligible projects.
The petitioner has provided three (3) bids for the proposed re-roofing work. Two bids are required by the grant program. The three bids are from M&M Roofing ($14,175), Jerry’s Roofing ($26,250), and Trinity Roofing ($48,072). Each bid is described below:
M&M Roofing ($14,175)
M&M Roofing is proposing to do the following:
- Remove the old roof system down to the wood deck
- Install ice and water protection membrane along the eaves
- Install Owens Corning Synthetic Deck Defense (roof underlayment similar to felt)
- Install starter strips along all eaves
- Install Owens Corning True Definition Estate Gray shingles
- Flashing to be used on east tower skirt
- Remove and reinstall as needed the lightning arrestors and copper steeple spires
- Property and landscaping to be protected with all debris to be cleaned up and hauled away on a daily basis.
Jerry’s Roofing ($26,250)
Jerry’s Roofing is proposing to do the following:
- To tear off roofs on two bell towers to wood deck
- To replace any deteriorated sheathing material using half-inch CDX plywood at an additional charge of $75.00 per sheet
- To install one thirty-six (36) inch course of ice and water underlayment along the bottom edge
- To install high performance synthetic underlayment over remaining roof deck
- To install GAF “Timberline HD” Lifetime fiberglass/asphalt shake shingles, Antique Slate, according to manufacturer’s instructions
- Install GAF “Timbertex” hip and ridge shingles
- To clean up and haul away all debris generated at job
Trinity Roofing ($48,072)
Trinity Roofing is proposing to do the following:
- Remove existing deterioration roof shingles down to the roof deck. Remove spire cap and use as a template for a new cap. Lightning protection to be in place
- Install new ice/water shield at all base areas and nail in place
- Install new underlayment at the field of the roof and nail approximately one plastic cap per two square feet
- Fabricate new aluminum white flashing and furnish on the base of the tower at vertical areas along with sill areas
- Install new starter roof shingles with one and one-quarter inch shingle nails
- Install new GAF Timberline HD Fiberglass/asphalt shingles. Shingles to be dabbed with caulk adhesive or mastic per GAF’s specification
- Install new hip shingles, nailed and caulked in place
- They recommend venting on each tower and this quote will provide a minimum of four vents each
- Reinstall lightening protection to new shingles
- Install new caps
- Each day clean up all roof debris and on final day leave roof in broomed condition.
Each of the above-noted bids are attached for review.
Bid Selection
All three bids describe work related to the exterior appearance of the Twin Towers Sanctuary at 9967 W. 144th Street. Interior activities are not eligible for funding assistance through this grant program.
The Appearance Improvement Grant notes that the best or lowest bid is selected to fund the project. In this case, the M&M Roofing ($14,175) bid is the lowest.
The M&M Roofing bid is $12,075 lower than the Jerry’s Roofing bid and $33,897 lower than the Trinity Roofing bid. The scope of work provided by all of the companies is nearly the same. The discrepancy in these bids could come down to the fact that M&M Roofing will not require man lifts, or for Commonwealth Edison to wrap the nearby powerlines.
Based on the lower bid costs and because this is the petitioner’s preferred selection, the M&M Roofing bid is the selected bid for re-roofing of the building. Ultimately, the proposed total cost of the project is $14,175. A 50% cost share on the project cost would be $7,087.50.
Bid Conclusion
The Appearance Improvement Grant funds projects over $1,000 to cover 50% of the work up to a maximum of $20,000. In this case, a 50% cost share of the $14,175 total project cost would be $7,087.50. The grant will provide $7,087.50 to the petitioner for re-roofing of the Twin Towers Sanctuary spires located at 9967 W. 144th Street.

DEVELOPMENT SERVICES AND PLANNING COMMITTEE MOTION
On November 20, 2017, the Development Services and Planning Committee, by vote of 2-0, moved to recommend to the Village Board to approve the Appearance Improvement Grant application for $7,087.50 from account 010-0000-484930 for 9967 W. 144th Street, subject to the following conditions:
1) Meet all Building and Land Development Code requirements, and obtain the necessary permits from the Village’s Building Division prior to initiating work, and;
2) Replace all landscaping that is disturbed by the construction process.
And
I move to recommend to the Village Board to approve the M&M Roofing bid for $14,175 as the lowest bid for re-roofing of the Twin Towers Sanctuary spires located at 9967 W. 144th Street.
This case is now before the Village Board for consideration.
