Illinois Tomorrow Grant - 159th Street Corridor

History

The Village was awarded this $180,000 grant (required match of $20,000) by IDOT to study and plan for the 159th Street Corridor between I-294 and I-355. This project includes Markham, Oak Forest, Tinley Park, Orland Park, Orland Hills and Homer Glen although Orland Park is the lead municipality that applied for and is implementing the grant. The goal of this project is to improve the quality of life in the 159th Street Corridor by strategizing an allocation of resources to maximize returns on improving the appearance and image, improving and highlighting amenities, improving circulation and fostering economic development. Attached is the relevant portion of the RFP for more details.

 

A request for proposal (RFP) was issued and six consultants responded. Three were chosen for interviews and the unanimous recommendation was to hire HNTB. All municipal representatives have agreed to this choice and IDOT has been informed of this recommendation. Subject to approval, the contract will be between HNTB and Orland Park. The grant match of $20,000 will be divided among the six municipalities. The Grant award proceeds will be provided upon completion of the study (April 2009) and staff will work with the Village Attorney to draft an Intergovernmental Agreement among the participating municipalities for reimbursement.

 

On June 23, 2008 the Development Services and Planning Committee moved 3-0 to recommend to the Village Board to hire HNTB as the consultant for the Illinois Tomorrow Grant 159th Street Corridor Project.

 

This is now before the Village Board for consideration.

Financial Impact

The grant is for $180,000.00 to be reimbursed by the State with a $20,000.00 match to be split among six municipalities.  

 

This item will need a budget adjustment in the amount of $200,000.00 to the line item 010-2003-416-3280.

Recommended Action/Motion

I move to approve to hire HNTB as the consultant for the Illinois Tomorrow Grant 159th Street Corridor Project subject to State approval,

 

And

 

Approve a budget adjustment in the amount of $200,000.00.
