Humphrey’s (1st, 2nd, 3rd Avenue) Road Condition - Discussion
History
The 2024 Neighborhood Road Improvement Program (NRIP) included the maintenance and reconstruction of various roadways/streets throughout the Village. The streets scheduled for resurfacing and reconstruction included the Humphrey’s subdivision, which includes 1st, 2nd, and 3rd Avenues. The standard approach to assembling the annual NRIP is to focus on subdivisions as a whole, and the determination of which subdivisions is completed the year prior to construction. Residents are notified with a NRIP flyer if their house is included in the annual program prior to construction starting in the neighborhood. An overall map of the NRIP is also posted on the Public Works webpage. The initial post included 1st, 2nd, and 3rd Avenues in late March 2024, but was revised in late April 2024 once the determination was made to remove these streets from the program and instead use a pavement rejuvenator.
Upon reviewing 1st, 2nd, and 3rd Avenues in April 2024 prior to the start of construction, staff determined that these streets did not meet the road degradation qualifications to warrant reconstruction. Ultimately, 1st, 2nd, and 3rd Avenues were removed from the 2024 NRIP. Instead, staff decided to repair curbs, patch pavement, and add a pavement rejuvenator to the roads to extend their lifespan, which was accounted for in the 2025 budget.
On June 20, 2025, Corrective Asphalt Materials applied an asphalt rejuvenator to 1st, 2nd, and 3rd Avenues at a cost of $4,160.00. Residents were notified of the upcoming application via a flyer passed out on June 17. “No Parking” signage was also installed by the contractor prior to the application. The asphalt rejuvenator product used was Reclamite, a product derived from maltene-based petroleum. Reclamite will absorb into asphalt pavement, restoring reactive components that have been lost due to oxidation. In essence, it extends the service life of a roadway by an additional five to seven (5-7) years without the costs associated with reconstruction or an overlay.
Reclamite is applied in a single pass, and a light coating of sand or limestone screening is applied after the application, which is swept up within a few days. A yellow discoloration may appear for a few weeks, but will fade with sunlight and rain. It is a product used in residential streets throughout Illinois. In fact, more than eighty-three (83) communities use Reclamite for pavement preservation.
After the Reclamite application, Public Works received complaints regarding the roadway not being replaced under last year’s road program and about the roadway having a yellow tint. After weekly inspections, the roadway has returned to its pre-application appearance (see attached photos).
Staff is proposing three (3) potential solutions to address these concerns:
- Retain the current condition
- Sealcoat the streets, at a cost of $9,750.00, which cannot be completed until Spring 2026 due to the recent application of Reclamite.
- perform a mill and overlay, at a cost of $51,377.01.
It is staff’s recommendation to retain the current condition as it is.
