History

This past summer, sinkholes developed within the pavement of 157th Street and 157th Place over the 73” x 55” arched corrugated metal pipe which drains the Catalina Subdivision.  Emergency repairs were made and a thorough inspection was performed to determine the overall condition of the pipe.

 

The pipe is approximately 1,300 feet long and extends in a straight line from Cashew Drive to 159th Street along 77th Avenue and through the side yards of homes crossing 157th Street and 157th Place.  Upon inspection, the bottom of the pipe was found to be severely deteriorated.  Over the past several years, sinkholes within grassy areas have also formed and band-aid type patches have been applied.

 

To prevent further degradation and the resulting safety issues from sinkholes, repair and/or replacement was included in the 2007/2008 fiscal year budget.  Replacement with concrete pipe was explored.  However, upon investigation, sliplining the metal pipe was found to be most cost effective.  The pipe’s proximity to homes (at times, less than 15 feet away) along with numerous obstacles over the top of the pipe including sheds, fences and landscaping, increased the cost by over 40%.

 

In 2004, proposals were obtained for sliplining and the Village Board approved a three-year contract with Insituform Technologies, Inc. of Lemont, Illinois, with an optional fourth and fifth year extension.  2008 is the fourth year and Insituform has submitted a proposal totaling $687,393.50 to slipline the entire 1,300 feet including restoration.  In addition, $12,606.50 would be utilized as a contingency for this large project.

 

On December 10, 2007, this item was reviewed and approved by the Public Works and Engineering Committee and referred to the Board for approval.

Financial Impact

There is a Board approved line item (Account #031-6007-433.70-50) in the amount of $700,000 for the rehabilitation of the 77th Avenue storm sewer.

 

Recommended Action/Motion

I move to approve accepting the extension/addendum of the contract with Insituform Technologies, Inc. of Lemont, Illinois;

 

And

 

Approve the expenditure of up to $700,000 for the sliplining of the 77th Avenue storm sewer;

 

And

 

Approve authorizing the Acting Village Manager to execute the contract extension/addendum.
