The purpose of this petition is to replace all windows on the front of the house at 14960 El Cameno Real Drive with energy efficient windows. The house is in the Cameno Real subdivision.

PLANNING OVERVIEW:

The Residential Exterior Insulation and Re-Siding (REIRS) Program is a program funded for $50,000 by the Energy Efficiency and Conservation Block Grant (EECBG) funded through the American Recovery and Reinvestment Act of 2009 and administered and approved by the US Department of Energy, Oak Ridge, Tennessee.

 

The goal of the program is to assist homeowners in specific subdivisions built after the Second World War to retrofit their homes with more energy efficient building materials that include exterior insulated siding, energy efficient windows, doors and lighting. By improving the energy efficiency of existing homes, homeowners can reduce costs associated with energy consumption.

 

An additional program goal is to put local contractors to work during difficult economic times. 

 

The petitioner proposes to replace eight (8) windows in her home-all located on the street facing façade of the house-with energy efficient Energy Star qualified windows. This is an eligible project per the US DOE approval of the REIRS program.

 

DISCUSSION:

The REIRS program requires that the petitioner obtain two bids to complete the project. The two bids are from Castle Exteriors Inc. and Hanlon Exteriors. Below is a break down of the two bids and clarifications for the proposed work.

 

Castle Exteriors Inc. Bid

This bid proposes to furnish and install “Alside Excalibur, double hung and bay casement white interior/ exterior” windows. The bid indicates that the new windows will be thermopane glass with low E/ argon gas (tax credit qualified). The installation will include wrapping of the exterior wood frame and trim with aluminum and all necessary carpentry (replacing rotted wood), caulking and insulation. They will have 3.5 inch oak colonial casing.

 

The total cost of the bid includes all taxes, labor, materials, insurance, insulation, clean up and haul-away.

 

The contractor notes that all the windows will qualify for the American Recovery Act and are tax credit eligible. This means that all of the proposed windows will have .30 U factor with low “E” glass plus argon gas. The Energy Star website indicates that .30 U factor will make window eligible for the federal tax credit.

 

The Alside manufacturers’ website indicates that the Excalibur windows are tax credit eligible per Energy Star requirements.

 

The total bid is $5,829.00.

 

Hanlon Exterior Bid

This bid proposes to furnish and install one “Sunrise vinyl bay window”. The window will have ultra U glass that meets 30/30 requirements. The windows will be white interior and exterior and insulated with Teq Foam and encase with 3.5” Oak Colonial casing. The Hanlon bid will also install five (5) Alliance double hung windows with aluminum finish. These will be white interior and exterior Low E glass that meets 30/30 requirements. These also will be insulated with Teq Foam.

 

The carpentry work will replace any rotted wood and seal any air leaks.

 

The contractor notes that all the windows will qualify for the American Recovery Act and are tax credit eligible. Sunrise Windows is an Energy Star Partner qualified company based on their website.

 

The total project cost is $4,867.00.

 

 

Costs associated with building permits and license fees are not eligible expenses for REIRS funding. The building permit fee for window projects is $60 and license fees are $75.

 

Lowest Bid and Matching Grant

The REIRS program provides up to 50% of the cost of work or $5,000, whichever is less. The program requires that the lowest bid of the two be selected.

 

Fifty percent (50%) of the Castle Exteriors  bid is $2,914.50.

 

Fifty percent (50%) of the Hanlon Exteriors bid is $2,433.50.

 

The lowest bid is the Hanlon Exteriors bid. Using the Hanlon Exteriors bid, the Village will reimburse the petitioner $2,433.00 from EECBG.

 

Section 106 National Historic Preservation Act Review

The petitioner does not live in a historic district and the property in question is not listed on the National Register of Historic Places or considered historic locally. The appearance of the windows is not regulated per any specific program requirement or other regulation. 

 

Energy Analysis

The US EPA estimates that switching to Energy Star windows can save up to 15% more energy for the average home. For this home, energy usage is similar to the national average and is about 5,418 kWh annually. A 15% energy savings would reduce total energy consumption by nearly 812 kWh annually. Because the window changes are occurring on half of the house, total energy savings will actually be approximately 406 kWh per year.

 

On July 19, 2010, the Parks, Recreation and Environmental Initiatives Committee of Trustees was canceled due to a lack of quorum. The Chairwoman of the Committee agreed to forward this petition to the full Board of Trustees.

 

Recommended Action/Motion

I move to approve the Residential Exterior Insulation and Re-Siding Program application for 14960 El Cameno Drive for $2,433.50 from EECBG in matching grant funds as indicated in the below fully referenced motion.

I move to approve the Residential Exterior Insulation and Re-Siding Program application for 14960 El Cameno Drive for $2,433.50 from EECBG in matching grant funds to replace eight (8) windows on the front of the single family home with Energy Star qualified low “E” argon gas filled windows, subject to the following conditions:

 

1.                     That the bid from Hanlon Exteriors for $4,867.00 is used for the proposed window replacement;

2.  That all National Environmental Policy Act (NEPA) requirements are met with regard to the hauling away of discarded materials to land fills;

3.  That salvageable materials be recycled as much as possible.
