RESOLUTION OPPOSING WILL COUNTY ROAD IMPACT FEES
Body
WHEREAS, the Will County Board is currently considering adopting a new County road impact fee ordinance that has been recommended by the Will County Road Impact Fee Advisory Committee to be assessed throughout Will County; and
WHEREAS, the fees proposed in the Committee’s recommended ordinance are excessive and not allocated in a fair and equitable manner, and would significantly deter future economic development in the Will County portion of Orland Park; and
WHEREAS, decreased economic development will result in a significant loss of future property tax and sales tax revenue for the Village and other taxing bodies throughout the community, undermining the ability to foster a structurally sound tax base; and
WHEREAS, Orland Park is currently considering several large scale projects that are located in Will County and as such no Will County road improvement and expansion, enlargement or construction will be necessitated by Orland Park developments; and
Whereas, the imposition of the recommended road impact fee represents an unjust burden placed upon those seeking to develop in the Will County portion of Orland Park; and
WHEREAS, as a result of recently approved state legislation Will County will receive upwards of $19 million in new County sales tax revenues to be used for County highway improvements; and
WHEREAS, the new County sales tax revenue will provide a dependable annual source of revenue to be used to fund County roadway improvements that will continue to increase over time.
NOW, THEREFORE, BE IT RESOLVED by the President and Board of Trustees of the Village of Orland Park, Cook and Will Counties, Illinois, hereby opposes the proposed Will County Road Impact Fee for any new developments in the Village of Orland Park and the passage of an ordinance adopting said fees by the Will County Board.
This Resolution shall be in full force and effect from and after its adoption and approval.
