Village’s Elevator/Escalator Contractor Authorization
History
Elevator Plan reviews and inspections are done by an outside contractor for the Village of Orland Park. The Village currently has 255 existing elevators that require inspections twice a year. The Village has an agreement with the State of Illinois Fire Marshall to oversee a program for these inspections, which requires documented monthly and yearly reports.
On April 28, 2008, the Development Services Department sent out a Request for Proposals to eight Illinois Licensed Elevator Inspection/Review Contractors. The Village received three proposals. The three proposals were evaluated on the following criteria and are attached as Exhibit A.
Additional services were to include, but not be limited to:
• Reviews and inspections for accessibility per Illinois Accessibility Code
• Signature on Elevator/Escalator Certificates
• Written Code Section Violation information for follow up enforcement by Village Staff
• Electronic access to an updated inspection results database
• Preparation of reports for the State of Illinois Fire Marshall’s Office
After evaluation of each proposal, it is the recommendation of the Development Services staff to contract the services of E. I. S. to perform the Villages semi-annual elevator/escalator inspections, review of new elevator/escalator construction plans, and inspection and acceptance inspections of newly installed elevators and escalators.
On June 23, 2008 the Development Services & Planning Committee moved 3-0 to recommend to the Village Board of Trustees approval of E.I.S as the Village’s Elevator/Escalator contractor and authorize the Village Manager to execute the necessary contract.
The contract shall commence on the date it is signed and end on December 31, 2009, with the option to renew for four (4) additional one-year terms, unless either party, at its sole option, shall have given the other party at least thirty (30) days prior written notice of its intent not to extend the contract.
This is now before the Village Board for consideration.
Recommended Action/Motion
I move to approve of E.I.S as the Village’s Elevator/Escalator contractor and authorize the Village Manager to execute the necessary contract.
