Illinois Route 7 (Southwest Highway) - George Allen Construction Co. - Board Approval
History
In May 2006, on the recommendation of McDonough Associates, Inc. (MAI), the Village entered into an agreement with George Allen Construction Co. of Mokena, Illinois, for improvements to Illinois Route 7 (SWH) north of 143rd Street and the construction of two Metra parking lots located between the Norfolk Southern Railroad tracks and Southwest Highway in the amount of $4,441,131.06.
During the Village’s construction project, IDOT was completing improvements to SWH north of the Village’s project including replacing the SWH overpass over LaGrange Road with a different contractor. Coordination problems between the two projects and numerous delays because of the inability of other utilities to complete their portion of the project resulted in the project running beyond its original completion date of December 15, 2006. In addition to the other costs that are normally associated with this type of construction project, the project also encountered costs with regards to the removal and disposal of unforeseen contaminated and unsuitable soils within the project. The total additional cost due to change orders over the Board approved amount is $664,612.97. Of that amount, $431,653 was associated with the removal and disposal of unforeseen contaminated and unsuitable soils. Therefore, it is recommended that the change order amount of $664,612.97 be approved.
On March 10, 2008, this item was reviewed and approved by the Public Works and Engineering Committee and referred to the Board for approval.
Financial Impact
There is a Board approved budget line item to fund this project under Purchase Order Number 037819. A budget adjustment is needed to increase Purchase Order Number 037819 by $664,612.97.
Recommended Action/Motion
I move to approve the additional funding of $664,612.97 for cost overruns associated with the construction of Illinois Route 7 and the Metra Parking Lots;
And
Approve authorizing a budget adjustment in the amount of $664,612.97.
