AN ORDINANCE AUTHORIZING THE DINE ORLAND PARK PROGRAM
Body
WHEREAS, the Village of Orland Park (“Village”) is a home rule unit of local government as provided by Article VII, Section 7 of the Illinois Constitution of 1970; and
WHEREAS, the economy of the United States, including that of the Village, has entered a difficult recessionary period as a result of the COVID-19 pandemic; and
WHEREAS, consumer spending is two-thirds of the gross domestic product and the quickest way to stimulate the economy is to increase consumer spending; and
WHEREAS, sales tax revenue is the single largest revenue component of the Village of Orland Park’s General Fund; and
WHEREAS, Orland Park businesses have been especially hard hit by the effects of the economic downturn, as they have been prevented from operating at full capacity continuously since March, 2020, and have been limited to outdoor dining and, at times, have been allowed to have serve a significantly reduced indoor capacity; and
WHEREAS, the Village President and the Board of Trustees of the Village seek to commence the Dine Orland Park Program, which will be geared toward creating awareness and promoting the benefits of supporting dining establishments in Orland Park; and
WHEREAS, the Village President and the Board of Trustees of the Village find that a sales incentive program will stimulate the local restaurant sector and, in turn assist in generating increased sales tax revenues, which are vital to the support of essential services provided by the Village; and
WHEREAS, in order to assist in this goal of increasing restaurant business within the Village and the resultant sales tax revenues, the Village has developed the 2020 Dine Orland Park Incentive Rebate Program; and
WHEREAS, the Village President and the Board of Trustees of the Village have found and determined that providing economic incentives to encourage people to make purchases from restaurants in Orland Park will help to support the continued existence of such businesses in the Village, stimulate economic activity in the Village including the creation and maintenance of jobs and the attraction of shoppers to the Village and will otherwise generally benefit the wellbeing of the residents of the Village by stimulating commercial growth, and revitalizing an economically stagnant industry as a result of the COVID-19 pandemic which provides substantial support to the Village’s sales tax base; and
WHEREAS, the Village finds that providing economic incentives for restaurant purchases in the Village will provide a public benefit and be in the best interest of the Village.
NOW, THEREFORE, BE IT ORDAINED by the President and Board of Trustees of the Village of Orland Park, Cook and Will Counties, Illinois, as follows:
SECTION 1
The recitals above shall be and are hereby incorporated in this Section 1 as if restated herein.
SECTION 2
The Dine Orland Park Incentive Rebate Program is hereby approved and implemented. The Dine Orland Park Incentive Rebate Program will allow anyone who spends at least $100 at any dining establishment within the Village from November 6, 2020 to December 31, 2020 to be eligible to receive a $10 gift card to be utilized for additional purchases within the Village of Orland Park. Dining purchases include dine-in, take-out, drive-thru, and delivery.
SECTION 3
The Village Manager is hereby authorized to promulgate the terms, conditions and rules of this Program in order to ensure the efficient execution of the Program. The Program shall provide that in order to claim the gift card, a consumer would deliver their original sales receipts along with a completed Incentive Application to the Village Hall by January 2, 2021; that no more than one gift card will be issued to each consumer; that the Program will be open to resident and non-resident consumers; and that the gift cards will be issued on a first-come-first-serve basis as funding allows.
SECTION 4
The Village Budget is hereby amended to allocate $395,680.65 from the Village’s Shop Orland Park Program Budget to be used for the Dine Orland Park Incentive Rebate Program and associated promotional and marketing costs. No further gift cards will be issued once the above funding limit has been reached.
SECTION 5
This Ordinance shall be in full force and effect from and after its adoption and publication in pamphlet form as provided by law.
