History

The petitioner, Ted Golden, Chief of Mokena Fire Protection District, is requesting to construct a new 10,700 square foot fire station at approximately the southwest corner of 183rd Street and Orland Parkway in the I-80 corridor (Will County).

 

On February 24, 2009 the Plan Commission moved 5-0 to recommend to the Village Board of Trustees, approval of the subdivision of a 2.0 acre parcel defined by the legal description entitled “Proposed Fire Station Legal Description” on the topographic survey entitled “Topographic Survey”, prepared by B&G Survey Company, Inc., ordered by Sinnott Engineering, job number 1084247, dated August 15, 2008, signed by Kevin M. Westerkamp, Illinois Professional Land Surveyor No. 2643, received on August 18, 2008 subject to annexation.

 

And

Moved to recommend to the Village Board of Trustees, approval to rezone the subject property defined in the above-cited legal description from E-1 Estate Residential to ORI Mixed Use subject to annexation.

 

And

Moved to recommend to the Village Board of Trustees, approval of the Site Plan entitled “Proposed Prelim Site Plan Mokena Fire Station”, prepared by Arete 3 Design Group, job number 08051, Sheet SP-1, dated 4-22-08, last revised 2-17-09, and the elevations entitled “Proposed Elevations Mokena Fire Station”, prepared by Arete 3 Design Group, same job number, Sheet EL-1, dated 5-15-08, last revised 2-17-09, subject to annexation and following conditions:  (1) that a bicycle parking rack is included on the Site Plan near the main public entrance to the fire station; (2) that the Landscape Plan provide increased screening along the rear of the east buffer yard to screen the rear of the fire station building, generator enclosure and garbage enclosure; (3) that the petitioner and the neighboring proposed church work with each other in order to optimize the storm and sanitary sewers and water main infrastructure necessary for their development and provide the necessary infrastructure connections for future development; (4) that the petitioner ensure and maintain effective erosion control measures during construction; (5) that all utility conduits are screened from the view of  public right-of-ways; (6) that elevations for the signs are submitted for separate review; (7) that the message board on the monument sign is a manual sign; (8) that sheet EL-1 of the Elevations Plans indicate the color of materials; and (9) that the petitioner and design team work with the Village of Orland Park to try and achieve the level of a LEED Bronze or better certification for the new fire station.

 

And

Moved to recommend to the Village Board of Trustees approval of the variance for three parking spaces, including an accessible space, locate between the right-of-way of 183rd Street and the building’s north elevation subject to annexation and the above conditions;

 

And

Moved to recommend to the Village Board of Trustees, approval of the variance to locate a driveway/paved surface between the right-of-way of 183rd Street and the building’s north elevation subject to annexation and the above conditions.

 

And

Moved to recommend to the Village Board of Trustees, approval of the variance for a detention pond setback reduction from 25 feet to the east property line to 22 feet to the east property line only subject to annexation and the above conditions.

 

At the Plan Commission comments circulated regarding the depth of the parking stalls in the west parking field. Commissioners thought that the parking space depth presented to Plan Commission (16.5 feet plus front overhang) was not deep enough to accommodate large vehicles. There was concern that rear overhangs would impact the 20 foot drive-aisle and its function for the emergency response vehicles. The petitioner assessed the depth of the parking stalls and took 2 feet from the west bufferyard, reducing it to the code prescribed 15 feet, and applied it to the parking spaces. The depth of the stalls was thus increased to 18.5 feet to accommodate the larger vehicles.

 

Regarding any Plan Commission discussion about moving the garbage enclosure to the west side of the rear drive-way, it was generally considered that moving the enclosure would impede the onsite maneuverability of the fire trucks as they attempt to back into the parking bays in the building. The garbage enclosure was thus not moved.

 

Also since the Plan Commission, the petitioner added a bicycle rack by the main public entrance to the building behind the fire station monument sign and next to the sidewalk that connects the site to the regional pedestrian system.  

 

This is now before the Development Services and Planning Committee for a second round of consideration following continuance at the March 23, 2009 Committee meeting.  (Plans were provided in that Committee package)

Recommended Action/Motion

I move to recommend advancing the issue of construction of a new fire station for Mokena Fire Protection District at approximately the SEC of 183rd Street and Orland Parkway to the Board without recommendation.
