History
Bids were received on June 14, 2011 for the Sealcoat, Painting & Crack Filling - Unit Pricing, 7 bids were received. We are recommending the contract be awarded to the lowest responsible bidder overall, Onyx Sealcoating, Inc., for the entire Sealcoat, Painting and Crack Filling project. This contract serves the needs of the Public Works Department and the Parks and Building Maintenance Department. The attached analysis shows a comparison of the two lowest bidders based on estimated work. The analysis shows that Onyx is the lowest overall price. The contract is for one year, with the option to extend for two more years. Staff will evaluate performance and determine whether the combined bidding is delivering better overall value to the community.
On July 5, 2011 this item was reviewed and approved by the Parks, Recreation, and Environmental Initiatives Committee and referred to the Board for approval.
On August 1, 2011 this item was tabled to allow for time to conduct additional analysis of the estimated quantities. It was found that the estimates required revision. Estimates were divided into more appropriate categories and a typo on the number of parking stalls was corrected. The recommended firm, Onyx Sealcoating, Inc., was still found to be the lowest overall price following the appropriate revisions to the estimates. The revised estimates are attached for your review.
Financial Impact
The funds will come from the budgeted amounts in Parks 283-4003-451-4350 - $60,000.00, Metra 026-0000-498-4363 - $100,000.00, and Public Works 054-0000-499-7125 $75,000.
Recommended Action/Motion
I move to approve accepting the bid by Onyx Sealcoating Inc. and entering into a contract based upon bid pricing for 2011, with the option to extend for 2012 and 2013 at the discretion of the Village Board.
