History
The Northern Illinois Municipal Electric Collaborative (NIMEC) is a purchasing group with over 170 municipal and non-profit organizations across northern Illinois. NIMEC is the Village’s current energy broker and has assisted with an aggregation price match program from 2020 to 2022. Historically, these programs would provide an opportunity to procure more the same or more favorable electric rates than ComEd for their residents’ home electric bills.

On July 18, 2022, the Village of Orland Park Board of Trustees declined to renew the Electrical Municipal Aggregation Program. At the time, the electrical market was volatile and the proposed agreement did not result in cost savings to residents or business.

On April 17, 2023, the Village Board approved an ordinance to renew the municipal aggregation program. However, after receiving bids, the civic contribution was only $12,000 and a decision was made to not proceed with the program.

Adam Hoover, Director of Strategic Accounts of NIMEC, would like to present an opportunity to renew the aggregation program. Adam proposes renewing the aggregation program with all residents paying exactly the ComEd rate. Under this scenario, residents would never pay more or less than the ComEd rate. The program matches the ComEd residential rate, as it changes month to month. In return for running the program the supplier, MC2 provides one of the following to the Village:

1. Renewable Energy- 10% of the town’s electric creation from homes and small businesses would be renewable energy. This would make Orland Park an EPA Green Community and in the top 50 in the nation of renewable energy created by a town.

2. Civic Contribution- the town could receive a civic contribution of around $50,000-$70,000. NIMEC would need to go through the full bidding process.

3. Combination Approach- This new option would allow for half of the civic contribution and half the amount of renewable energy....
