AN ORDINANCE ADOPTING THE COMPREHENSIVE PLAN OF THE VILLAGE OF ORLAND PARK AND REPEALING PRIOR CONFLICTING ORDINANCES

WHEREAS, on April 1, 1990, the Corporate Authorities of the Village of Orland Park adopted a Comprehensive Plan (“Plan”) pursuant to Section 11-12-5 of the Illinois Municipal Code (65 ILCS 5/11-12-5); and
WHEREAS, the purpose of this Ordinance is to
a) Adopt an updated Plan and make it the official land use document of the Village of Orland Park;
b) Provide a method to insure greater citizen involvement in the planning process;
c) Manage and accommodate future growth, development and re-development in a rational and economic manner;
d) Comply with the Illinois Municipal Code, 65 ILCS 5/11-12-5;
e) Ensure the health, safety and welfare of all citizens of the Village;
f) Establish goals and policies which will direct and guide the growth of the Village;
g) Clearly set forth those standards by which development and re-development will be judged; and
WHEREAS, an updated Plan is proposed in response to efforts of the Village Development Services Department, Plan Commission and Development Services & Planning Committee as well as input from Village residents, business persons, property owners and representatives of community groups and organizations; and
WHEREAS, the Village Plan Commission held a public hearing on July 9, 2013, on whether the updated Plan should be adopted, at which time all persons present were afforded an opportunity to be heard; and
WHEREAS, a public notice in the form required by law, was given of said public hearing by publication not more than 30 days nor less than 15 days prior to said hearing in the Orland Park Prairie, a newspaper published in and having a general circulation in the Village; and
WHEREAS, the Village Plan Commission has filed its report of findings and recommendations that the proposed updated Plan be adopted, and this Board of Trustees has duly considered said report...
