Oasis Enterprises - Waiver of fees for religious/charitable organizations
History
BACKGROUND
The Village Board approved the petition for development for Oasis Enterprises in September of 2007(2007-0492). Oasis Enterprises is a project of Elim Christian Services. They propose to expand and connect two existing industrial buildings on two adjoining lots on 70th Court in order to operate a sheltered workshop for adults that will include job training and light assembly. A request has been made for a reduction of the road impact fees due to “the need for sheltered workshop facilities specifically and for services for the disabled generally in the community.”
Staff has reviewed/compared this request to other similar projects involving non-profit organizations. The Village has in the past waived petition fees for churches and other similar organizations. The Village has not made it a practice of waiving impact fees or buildings fees. As such, staff is comfortable recommending a waiver of the petition fees, in the amount of $2,550. This includes $1,500 for site plan approval, $550 for subdivision/ lot consolidation, and a $500 variance fee. Please note that staff does not recommend waiving the landscape fee ($1,100) as this is a direct cost of the Village that is passed through to the Village’s landscape consultants who actually complete the review and inspection.
Oasis Enterprises originally requested a waiver of the road impact fee, in the amount of $2,400. Staff’s recommendation will actually result in a slightly larger reduction than Oasis originally requested. At this time all fees, including the petition fees, impact fees and building permit fees have been paid. If the Village Board concurs with this direction, the $2,550 will be credited back to Oasis Enterprises.
Recommended Action/Motion
I move to waive the petition fees in the amount of $2,550 through a credit back to Oasis Enterprises, located at 15565 & 15601 S. 70th Court.
