Automated Red Light Enforcement - Approval
History
The police department has interviewed seven vendors and received proposals from three of the companies that provide automated red light enforcement services.

The purpose of automated red light enforcement is to reduce the number of vehicles running red lights and causing accidents with other cars and with pedestrians. In addition, the enforcement will reduce congestion by reducing the number of vehicles making illegal left turns after the green light arrow ends. Calls for police service at the intersection will also go down resulting in a savings for the village.

Statistics have shown that the number of violations is reduced by approximately 57% after the first year as motorists modify their behavior at these intersections which are prominently marked that they are monitored by automated red light enforcement cameras.

Crash data for 2006 included shows several intersections with the highest number of crashes as follows:

159/45 32
159/Wolf 27
143/45 26
151/45 24
151/Harlem 13
143/John Humphrey Dr. 12
151/94th Ave. 10

A survey of these intersections determined that the following number of red light violations in two directions occur during a twelve hour period:

143/45 43
151/45 21
151/Harlem Ave. 33

There is no charge to the village to install the cameras, mail out the citations or to follow up on collections.

An analysis of the seven vendors that were interviewed and the three vendors who provided proposals is attached.

Our analysis indicates that RED FLEX has the greatest experience in this field. They have installed the cameras in Chicago and in fourteen other states with great success.

At the 8-13-07 Police and Public Safety Committee, the members voted 3-0 to recommend approval.
