Background
The Village of Orland Park proposes to amend the Redevelopment Plan and Project, the Redevelopment Project Area, and the adoption of the Tax Increment Allocation Financing for the Main Street Triangle.
On August 7, 2007, the Village Board adopted Ordinance #4278 - Proposing approval of an amendment to the Redevelopment Plan and Project for the Main Street Triangle Redevelopment Project Area and Convening of a Joint Review Board and Calling a Public Hearing in the connection thereof. As required by State Statute, the Village is required to hold a public hearing. Notice of this public hearing was provided to all taxing bodies and to the Illinois Department of Commerce and Community Affairs, all property owners within the original and proposed redevelopment area, and residents within 750 feet. Additionally, a copy of the proposed amendment has been on file for public review with the Village Clerk’s Office. Notice of the public hearing was also provided in the local newspapers on September 9th and 16th.
Additionally, the Joint Review Board (JRB) was convened to review the proposed amendment to ensure that it meets the eligibility criteria and objectives of the State Statute (65 ILCS 5/11-74.4-5. (b)). The Joint Review Board, at its September 26th meeting, voted unanimously that the proposed amendment does meet the criteria and objectives of the TIF Act. A copy of the JRB’s action is attached and signed by the JRB Chairperson, Mr. Steve Langert, School District’s 230 JRB Representative.
