AN ORDINANCE AMENDING TITLE 1, CHAPTER 5 OF THE ORLAND PARK VILLAGE CODE RELATIVE TO SUCCESSION IN TIMES OR EMERGENCY SITUATIONS

WHEREAS, the Village of Orland Park is in the process of completing an Emergency Operations Plan; and
WHEREAS, the Village, as part of said participation and plan, is required to have a line of succession in place for the Village President; and
WHEREAS, the Emergency Interim Executive Succession Act (5 ILCS 275/1, et seq.) provides specific authority for the adoption of an ordinance to provide for emergency interim successors to offices of local governmental units; and
WHEREAS, the Village President and Board of Trustees of the Village of Orland Park find that it is in the best interests of the health, safety, and welfare of the Village and its residents to exercise the authority granted unto them by the General Assembly under said Act by providing for an order of succession in times of an emergency for the office of Village President.
NOW, THEREFORE, BE IT ORDAINED, by the Village President and Board of Trustees of the Village of Orland Park, Cook and Will Counties, Illinois, as follows:
SECTION 1
That Title 1, Chapter 5 of the Orland Park Village Code is hereby amended by adding a new Section 1-5-10 to read in its entirety as follows:
“1-5-10 Village President; Line of Succession:
Pursuant to the Emergency Interim Executive Succession Act (5 ILCS 275/1 et seq.), in the event of an attack upon the United States or a natural or manmade disaster in the Village resulting in the unavailability of both the Village President and Village President Pro-Tem, or the unavailability of the Village President when no Village President Pro-Tem has been elected, the duties and all of the rights and powers of the office of Village President shall be discharged by the designated emergency interim successors in the order specified below.
