A RESOLUTION OPPOSING REDUCTION OF LOCAL GOVERNMENT DISTRIBUTIVE FUND
Body
WHEREAS, Illinois municipalities are currently experiencing a tremendous decline in revenues during this Great Recession; and
WHEREAS, municipalities are in fiscal turmoil and are struggling to provide vital services to citizens including police, fire, streets, sewers and water; and
WHEREAS, the Village of Orland Park has already reduced its full-time workforce by 10% and reduced expenditures and programs to balance its FY2010 budget; and
WHEREAS, Illinois taxpayers live in municipalities throughout the state and contribute income tax of which 90% goes to the state and 10% goes to municipal services; and
WHEREAS, Governor Quinn proposed in his March 10, 2010 budget address to withhold 30%, or $300M, of this shared revenue and retain said $300 million for the state budget; and
WHEREAS, this proposed withholding of municipal revenue which is used to provide services that the local taxpayer needs; will cost each municipality approximately $23.10 per resident, and
WHEREAS, this reduction compounds the State’s late payments of Local Government Distributive Fund amounts to municipalities by four months, thereby causing shortfalls in meeting municipal bills; and
WHEREAS, local taxpayers deserve to have these tax dollars returned to their communities to pay for local community services and avoid further local tax increases.
NOW THEREFORE BE IT RESOLVED BY the Village of Orland Park, AS FOLLOWS:
SECTION 1
The Village of Orland Park, Illinois strongly opposes any reduction of the Local Government Distributive Fund due municipalities and demands the 10% be kept whole.
SECTION 2
The Village of Orland Park, Illinois requests every Senator and Representative to reject this diminution of desperately needed revenue due to municipalities.
