A RESOLUTION APPROVING AN APPEAL FROM THE PROVISIONS OF THE ORLAND PARK BUILDING CODE REGARDING SPRINKLER SYSTEMS AND FIREWALLS (ST. MICHAEL’S PARISH CENTER)

WHEREAS, the Village of Orland Park has adopted the 2006 Edition of the International Building Code (the IBC) with specific amendments as the Orland Park Building Code; and

WHEREAS, the Orland Park Building Code Section 102.2.2 (found at item 4 of the Village amendments to the IBC) provides that whenever the floor area of a building is increased by more than 10%, the entire building shall be brought into compliance with the provisions of the Orland Park Building Code; and

WHEREAS, the Orland Park Building Code also provides, at Section 705.9 (found at item 63 of the Village amendments to the IBC) that penetrating and cutting of fire walls shall not be permitted; and

WHEREAS, the Orland Park Code Official has reviewed a request to vary both of those sections with respect to a planned 13,153 square foot building addition to the St. Michaels Parish Building complex to link the church and school segments of the complex (which addition is a 17.3% increase in the overall building size). The request is to allow a five-year time frame to bring the entire Parish Building into compliance with the requirement that fire sprinklers be installed in the entire building (both existing and new portions), and during that five year period, to allow fire sprinkler main piping and electrical conduit to extend the emergency lighting and fire alarm systems to penetrate the fire walls between the sprinklered and unsprinklered areas of the expanded Parish Building Complex; and

WHEREAS, the Code Official’s review of the requests has determined that the requested variances should be granted with the conditions noted below, in particular because the church and school buildings have existed as individual buildings for decades and the penetrations in the firewalls which will now connect the entire complex as a single ...
