Evergreen View Wetland Ditch - Proposal
History
The wetland under the ComEd power lines west of 88th Avenue is the flow path for stormwater from over 200 acres. Ditches through the area were originally established during construction of the Clearview and Heritage Estates Subdivisions in the late 1970s. The 36” and 42” pipes that drain the two Subdivisions into the wetland are currently impeded up to 90%.
This highly specialized project will involve re-establishing 1,100 feet of ditchline within the wetland under two sets of high tension power lines and crossing three underground pipelines. To facilitate the work and minimize damage and restoration, the work must be accomplished while the ground is frozen. Because of their experience with these types of projects, Thornton Equipment Services, Inc. of Mokena, Illinois, was consulted and requested to submit a proposal.
Based on past projects, Thornton Equipment is the only contractor in the area capable of working in these conditions. They have done extensive work as a general contractor and as a subcontractor within the Village. They have submitted a not-to-exceed proposal of $18,000 to complete this project.
On January 14, 2008, this item was reviewed and approved by the Public Works and Engineering Committee and referred to the Board for approval.

Financial Impact
Sufficient funds are available within the Storm Sewer Repair Account #031-6007-433.43-80 to cover the cost of this project.
Recommended Action/Motion
I move to approve waiving the bidding process;
And
Approve accepting the proposal from Thornton Equipment Services, Inc. of Mokena, Illinois, for the re-establishment of the ditches through the Evergreen View Wetland for an amount not to exceed $18,000;
And
Approve authorizing the Acting Village Manager to execute the proposal/contract.
