Title
In-Car Video Project - Purchase Approval

History
In FY 06/07 we began an initiative to equip all of our police patrol vehicles with digital video cameras. During the budget process for FY 07/08 we obtained approval to complete this project with the purchase of 19 additional camera units.

As the installation of these units progressed we discovered a technical issue regarding a conflict with our Mobile Data Computers. Our Information Systems Analyst found a software solution to resolve this conflict. Netmotion software is an application that will manage the conflict between the MDC radio network and the Panasonic Arbitrator upload system. We obtained three quotes for this software and I am requesting we purchase this software from Sayers 1150 Feehanville Drive, Mount Prospect IL. 60058-6007. Sayers provided the lowest price quote, $14,687.00 and is an authorized distributor of this software.

Additionally, we forgot to include the upfitting/installation in the board action during the purchase of the last 19 cameras. The installation will be completed by Tin Star Electronic Service, Inc. 2307 West 135th Place, Blue Island, Il. Tin Star is our regular police vehicle upfitting company. The price for installation of the additional cameras is $400.00 per unit, for a total of $7,600.00.

Attached are the related price quotes regarding this request.

At the December 10, 2007 Public Safety Committee, the members voted 3-0 to recommend approval.
Financial Impact
The total budget for this project was $131,000.00 with $91,181.00 used to purchase cameras. This software purchase and installation, if approved, would still allow this project to come in $17,000.00 under the original budget amount. Budget account number 010-7002-421.70-30.
