Oasis Enterprises/Elim Christian Services - Waiver of Fees for Religious/Charitable Organizations
History
Staff received an inquiry from Oasis Enterprises, a project of Elim Christian Services as to whether or not the Village Board would be willing to waive their Road Impact Fee and some or all of the development fees imposed by the Land Development Code and the Building Code. To my knowledge, in the past, charitable or religious organizations have had only petition fees waived.
Oasis is developing a sheltered workshop for job training and light assembly. They have purchased two adjoining lots with industrial buildings on them at about 15600 South on 70th Court. They will connect the two buildings with an area of new construction.
The road impact fee would be charged for the addition's area, 4,000 square feet, at the manufacturing rate of 0.60/sq.ft for a fee of about $2,400.00. They have asked if this fee could be waived for their project due to the "the need for sheltered workshop facilities specifically and for services for the disabled generally in the community."
There are other fees this project will be charged including petition fees before the development was approved, and then building, plumbing, electrical, and mechanical, certificate of occupancy and zoning fees, which are charged at the time of building permit application or afterwards. As an estimate, for the Oasis project, these fees would likely be over $3,000.00.
I move to approve/deny waiving the Road Impact Fee for Oasis Enterprises.
Financial Impact
Reduction in fees will be approximately $2,400.00.

I move to approve to continue this item to the next Board of Trustees Meeting.
