Charleton Highlands (FKA Sheffield Highlands)-Landscape Plan
History
This is a request for approval of a Landscape Plan for Sheffield Highlands (now known as Charleton Highlands, a 23 unit residential townhome subdivision located behind Lifetime Fitness at the southwest corner of 163rd Street and 94th.
The Village Board approved the site plan for Sheffield Highlands in March 2004, subject to the condition that the petitioner submit a landscape plan for Village review and approval. The petitioner has since changed the name of the subdivision to Charleton Highlands.
The Village’s consultant reviewed the submitted plan for Charleton Highlands and find the attached version acceptable per applicable landscape ordinance requirements. A detailed review memo is attached for reference purposes.
In addition, you will notice that all of the plant material required for the west bufferyard has been shifted inward on the site due to the existing TEPPCO easement. Although TEPPCO had in the past allowed all plant material except trees, they sent a letter indicating that no landscaping is allowed in the easement. This requirement is a detriment to the subdivision because it will result in increased visibility and noise from 94th Avenue. A mature rural edge landscape buffer had been established in the bufferyard before it was cleared earlier this year. The letter and a photo have been attached for your review.
This is now before the Village Board for consideration.

I move to approve the landscape plan titled ‘Landscape Plan-Charleton Highlands,’ prepared by Bergfors Gregory Land Design, project number 2006-34, dated 08-17-06, most recent revision 9-26-07, sheet L-1, with no conditions.
