143rd Street and John Humphrey Drive Intersection and Bridge Improvements, Project Update Presentation
History
The 143rd Street and John Humphrey Drive Intersection and Bridge Improvements project was started in 2012. The Village completed final engineering design in late 2024 and the engineering documents were sent to IDOT for bidding. On March 7, 2025, IDOT received bids for this project. The lowest bid submitted by D. Construction was at $9,722,698.17. The project construction cost estimate was at $10,301,552.07, which shows that the lowest bid is $578,853.90 (5.62%) lower than the engineering cost estimates. If the lowest bid passes IDOT’s approval process, the total project cost is at $10,572,625.17 which include Phase III Construction Engineering services awarded to Patrick Engineering (dba RINA) for $849,927. The Phase III services were previously approved by the Board. Overall, the total project cost including Phase III services is below the estimated engineering budget.
The project also includes replacement of an existing 12-inch watermain which was originally not part of the project.
For this project, the Engineering Department secured $4-million in STP grants. Therefore, 37.83% of this project will be paid by the grants. This includes replacement of the 12-inch watermain.
Majority of the project requires underground construction such as bridge demolition, timber pile foundations for the replacement bridge, land additions, complete reconstruction of the intersection and possible wetland impacts. Therefore, staff is expecting the project may incur additional costs for unknown conditions during construction phase.
Staff is managing one last challenge before construction starts in June … relocation of ComEd lines. ComEd previously gave us an estimated relocation date of June 27, 2025 and later changed it to August 8, 2025. The August relocation would negatively impact the project and we are making efforts and using all available C...
