143rd Street Railroad Crossing Improvements, Construction and Maintenance Agreement
History
On March 3, 2025, the Village Board approved an agreement with Metra for preliminary engineering services related to the reconstruction of the 143rd Street railroad crossing. The Village is now advancing the 143rd Street Widening project to construction and the Metra at-grade crossing will be reconstructed and widened, concurrently. The project includes new railroad vehicular gates, automatic flashing light signals, pedestrian gates, and upgraded track control circuitry.
The attached agreement between the State of Illinois, Metra, and the Village of Orland Park establishes each party's responsibilities for construction and future maintenance of the railroad crossing improvements. The State will hold the construction contract for the 143rd Street improvements outside of the railroad crossing, while Metra will be responsible for construction of the grade crossing improvements. The Village's obligations under the agreement include:
- Continuing to maintain 143rd Street east of Southwest Highway on both approaches to the Metra crossing, including highway drainage structures, traffic signals, fiber optic, and other appurtenances which are already under Village jurisdiction
- Reviewing Metra's progressive and final invoices prior to payment by the State
- Participating in a pre-construction conference with the State, Metra, and the contractors to coordinate the work
Financial Impact
The financial impact of agreement will be part of the 143rd Street Widening project costs.
Recommended Action/Motion
I move to approve and authorize the execution of the attached Construction and Maintenance Agreement between the State of Illinois, Metra, and the Village of Orland Park;
AND
Authorize the Mayor and Village Manager to execute all related agreements, subject to Village Attorney review.
